Ubi urbaniano is an encyclical of Pope Pius IX dedicated to the persecution of Catholics in the Kingdom of Poland , with which he turned on July 30, 1864 to the bishops of the Russian Empire , in particular Poland.

In his letter, the Pope regretted the revolutionary riots in Poland in 1863 and the fact that the Poles go against the legitimate Russian government; called for obedience to the authorities.
At the same time, he protested against the detention of some Catholic bishops and their exile. He accused the government of the Russian Empire of expanding the persecution of Polish Catholic clergy and laity. Among other things, Pius IX condemned the deportation to Yaroslavl of the Archbishop of Warsaw Zygmunt Felinsky . He recommended the appointment of a vicar-general and co-adjudicator and expressed the hope that the Catholic Church in Poland could survive this crisis.
