Biography

Early years

Born in the family of a Greek Catholic priest. A descendant of two ancient clans of clergy.

In 1886-1894 studied at the Lviv academic gymnasium . He graduated from the Law Faculty of Lviv University . in 1898-1899 was on an internship first at the Ministry of Foreign Affairs in Vienna , and then at the Austro-Hungarian Embassy in Stockholm . Upon his return, he defended his thesis on jurisprudence.

From his student years he was an active member of the Ukrainian national movement . In 1899−1902. member of the organization "Young Ukraine" , a member of the editorial board of the journal of the same name , organized student strikes and peasant demonstrations in Galicia. He maintained close relations with Nikolai Mikhnovsky . He was a delegate to a student congress in the UK , where he criticized the Russian government and the Russian emperor , for which he was briefly arrested in his homeland.

After graduation, he worked in the legal profession , but then completely devoted himself to political journalism. In 1907−1908 editor-publisher of the Ukrainian-language newspaper Dilo ; he also edited the newspaper Liberty, the magazines Ukrainian Word, Literary and Scientific Bulletin. Member of the main board of the Sokol company , member of the supervisory board of the Dniester Bank, one of the directors of the Galicia Land Mortgage Bank.

Political career

From 1911 - deputy of the Reichsrat , from 1913 - of the Galician Sejm from the Ukrainian National Democratic Party . The name of Longin Tsegelsky is mentioned in the Thalerhof Almanac , as a witness for the prosecution at the Second Vienna Process , which resulted in the death penalty, but then pardoned 24 Galician-Russian public figures. During the First World War, Tsegelsky was a member and one of the founders of Ukrainian organizations - the Main Ukrainian Rada , the General Ukrainian Rada , the Combat Council of the Ukrainian Sich Riflemen , who from the territory of Austria-Hungary and Turkey conducted sabotage propaganda work against Russia with the money of Austrian and German intelligence . Funds allocated by the Germans and Austrians for this activity, "were considered a public debt of the future independent Ukraine" [2] . He worked in the Refugee Commission and the Refugee Assistance Committee. He played one of the central roles in the activities of the Union for the Liberation of Ukraine , was one of the authors of his manifesto, author and editor of many of his publications.

October 18, 1918 became part of the Ukrainian National Council of the Western Ukrainian People's Republic (ZUNR) . Since November 1918, the State Secretary of the Interior of the State Secretariat (Government) of ZUNR . The author of the text of the preliminary agreement on combining ZUNR and UNR . In January-February 1919, he headed the ZUNR Foreign Affairs Secretariat as a secretary without a portfolio . Since January 1919 he was also Deputy Minister of Foreign Affairs of the UPR . In 1920−1921 he served as the representative of the ZUNR government in the United States . In the years 1921−1922. carried out diplomatic missions of the ZUNR government in exile in Japan.

Emigration

After the formation of the USSR, he remained in the United States. [3] , actively participated in the socio-political life of the Ukrainian diaspora, the organizer of the Provisional Main Ukrainian Assistance Committee. For some time he taught Ukrainian disciplines at the Ukrainian branch of the Bluefield Protestant Theological Seminary, New Jersey . Edited by “Ukrainian Herald” ( New York ), since 1943, editor of the newspaper “America” ( Philadelphia ), taught at “Ukrainian educational courses”.

He died in Philadelphia, buried in the Ukrainian cemetery in Fox Chase.

Family

Father, Mikhail Tsegelsky (1848−1944), - Deputy of the Galician Sejm, General Vicar of Ukraine, founder of the Uniate Church of Christ the Savior. Wife since 1905 - pianist Olga Dutkevich. Longin's brother - Ignatius Tsegelsky is the great-grandfather (grandfather of his mother) Oleg Tyagnibok , sister - Evgenia Tsegelskaya - the wife of the famous Ukrainian historian Miron Korduba .
