Innokenty Pavlovich Laptev ( 1873 - September 25, 1917 ) - public figure, deputy of the State Duma of the Russian Empire I and II convocations from the Siberian Cossack Army , member of the State Council of the Russian Empire .

Biography
He received his secondary education at the Omsk men's classical gymnasium , then studied at the Lazarevsky Institute of Oriental Languages in Moscow . After completing his studies at the institute, he worked in the Omsk State Chamber, then as a tax inspector in Karkaraly, Kuznetsk, Saratov province and Pavlodar . [one]
On June 15, 1906, Innokenty Laptev was elected deputy of the I State Duma from the Siberian Cossack Army , 42 electors voted for him, against 24. However, he almost did not have time to work in the Duma, since he arrived ten days before its dissolution. He signed the appeal “ People from the People’s Representatives ”, but unlike other deputy signatories, he signed it in St. Petersburg , and not in Vyborg , in connection with which he was not convicted and deprived of civil rights. On February 12, 1907, at the election of a deputy of the Second State Duma from the Siberian Cossack Army, held in Omsk , he was re-elected as a deputy of the Duma, 65 electors voted “for”, seven “against”. In the second thought, he initiated the creation of the Siberian parliamentary group, was its chairman. In both convocations of the Duma, he was a member of the Party of Democratic Reforms and participated in the work of the standing financial and temporary agrarian commissions. On June 3, 1907, according to the election law, the Siberian Cossack army was deprived of the right to have a representative in the State Duma, so Laptev ceased to be a deputy. [one]
In 1915, Innokenty Laptev was elected to the State Council of the Russian Empire . After the February Revolution, he supported the Provisional Government and, as his commissioner, arrived in Omsk in March 1917 , but died suddenly on September 25 of that year. [one]
