History and Celebration
On this day, October 7, in 1918, the Instructor and Information Departments were created at the Main Directorate of the Worker and Peasant Police of the NKVD . a little later, these units were merged into the Instructor-Inspectorial Department, which in turn became part of the Inspectorate of the Main Directorate of Police formed in Soviet Russia at the end of 1919 . After the People's Commissariat of Internal Affairs of the USSR was created in 1934, the Main Inspectorate of the NKVD was also created, which lasted 23 years and was abolished in 1957. From the late 1960s to the early 1980s, the headquarters service was significantly reformed: from 1968 to 1969, organizational and inspection units were created everywhere, and in 1971-1972 they were transformed into headquarters. By the end of 1982, headquarters units worked in all ministries and internal affairs departments [2] .
The chief of staff of the Central Internal Affairs Directorate for the Sverdlovsk Region, Major General of Police Alexander Pervukhin in 2008, on the "Day of the formation of the headquarters of the Ministry of Internal Affairs of the Russian Federation " said the following:
