Moscow City Broadcast Network

Moscow City Radio Broadcasting Network (since 2013 - FSUE Russian Broadcasting and Alert Networks) is the largest automated three-program wire broadcasting system in Russia. FSUE MGRS has the functions of warning in emergency situations, since the network and subscriber stations are able to function in the absence of electricity in residential and public buildings [2] . In 1982, the enterprise was awarded the Order of the Red Banner of Labor .

The company was established on December 16, 1933. During the war years, wired broadcasting became the key mass media in Moscow, since the airborne receivers were seized and the number of radio points at the same time exceeded 620 thousand [3] . Under these conditions, the main load on the MGRS was to warn residents about air raids.

Since 1963, the introduction of a three-program wire broadcasting began in Moscow. Up until the collapse of the USSR, Radio-1 was broadcast on the MGRS, and Our Prime Information Bureau and Moscow and Muscovites broadcasted in prime time. In addition, MGRS was engaged in dubbing major city events (Olympics-80, parades on Red Square). A system of mobile radio stations was also organized [4] .

On June 24, 2013, the Moscow City Radio Broadcasting Network FSUE was reorganized by merging the St. Petersburg Radio Broadcasting Network FSUE. As a result of the reorganization, FSUE MGRS was renamed to the Order of the Red Banner of Labor Federal State Unitary Enterprise Russian Broadcasting and Alert Networks (FSUE RSVO).

In 2015, disputes between the RSVO and Moscow over property ownership, including about 3-4 hundred real estate objects and 7 thousand kilometers of wire networks. At that time, the fees of the RSVO from the population of Moscow were estimated at 1.2 billion rubles annually [5] . The Ministry of Emergency Situations proposed to transfer to it RSVO in 2015 (from Rossvyaz) [6]

In 2016, the company had a total of 3.24 million subscribers in Moscow, St. Petersburg and Sevastopol (2.9 million individuals [7] ), and the length of the main and feeder lines of wire broadcasting in the city exceeded 13 thousand kilometers [8] . The company also has about 3 thousand street speakers for alerts [9] .

Guide

From 2015 to 2017, the director of the enterprise was Igor Petrovich Zorin [10] [11] [12] . Dismissed on September 28, 2017 by order of the Russian Telecommunications in connection with the loss of confidence [13] .

In 2017, a foreign agent, Transparency International, issued a statement stating that a certain Igor Zorin allegedly recorded “four apartments in Miami” in the Trump Palace condominium in 2012 and that their total cost allegedly exceeds $ 9 million (about 0.5 billion rubles) ) [14] [15] [16] [17] . In addition, this agent distributed a certain image, allegedly indicating a possible violation of anti-corruption legislation [18] . At the end of September 2017, neither the Prosecutor General of the Russian Federation nor the TFR of the Russian Federation reported any details after a media request [13] .

Social Outlet Project

Based on the decree of the Moscow Mayor [19], the FSUE MGRS in October 2009 launched a project to install “social outlets” in new homes. These devices are capable of simultaneously providing access to radio broadcasting, a television antenna and the Internet, as well as performing the function of alerting citizens in case of emergency. It is assumed that 8 television channels, low-speed Internet and 9 radio channels will be included in the number of “social bonuses”. [20] [21] [22] [23]

The project was suspended with the change of mayor of Moscow; in December 2013, according to unconfirmed reports, the project was curtailed and reduced to the installation of floor warning systems, without Internet access and without television and radio channels.

In 2015, the RSVO proposed a project for an urban WiFi network [24] .

Disable Radio Points

Due to the decreasing demand for subscriber radio points, many subscribers terminate the agreement with the RSVO. To terminate the contract, the company requires to fill out an application (in person or, since 2010, through the MFC, the IS IP [25] ), and since 2008 [26] has been imposing a paid service to disable the radio point (the cost of the service is 60 rubles) [27] . According to the OFAS of Moscow, this fee could become an additional barrier to the rejection of RSVO services [26] . Several times, such a fee was recognized illegal, in particular, by the Moscow FAS [26] and in St. Petersburg in September 2016 [28] , and constituting an offense under Part 1 of Art. 14.4 Administrative Code of the Russian Federation [29] .
