Biography
Pre-War Service
From August 1924 to February 1931, K. S. Melnikov studied at the Higher Naval School named after M.V. Frunze . After graduating from the school, he served as the commander of the snakes “Snakes” ( February – May ) and “Fuse” (May – December 1931 ) of the Baltic Sea Naval Forces; From December to May of the following year, he served as the navigator of the minesweeper division , and later, until January 1934, he was the commander of the navigation sector. From January to October 1934 he served as assistant commander of the Stavropol mine layer; until December 1936 - commander of the Thunder patrol ship [1] .
After graduating from the Naval Academy ship commander sector (December 1936 - March 1937 ), he commanded the Rezvy mine layer for 2 months, and in May-December 1937, the commander of the Voikov mine layer [1] .
In 1938 he participated in the fighting on Lake Hassan . In August 1938 he was repressed, but in April of the following year he was reinstated in the personnel of the Navy and in May he was appointed to the post of senior inspector of the 1st Division of the Navy's Main Operations Directorate, where he remained until December 1940 [1] .
World War II
He participated in the Great Patriotic War , for some time was at the disposal of the headquarters of the Transcaucasian Front. From November 1941 to January 1942, K. S. Melnikov served as chief of the maritime department of the operational department of the headquarters of the 46th army , which defended the state border of the USSR and Turkey along the Black Sea coast [1] . From January to February - the commander-operator of the 1st division of the operational department of the fleet headquarters, from February to July - the commander-operator of the destroyer division; from July 1942 to March 1943 - head of the 1st division of the 1st (operational) department of the headquarters of the Black Sea Fleet [2] .
In March-November 1943 he served as chief of staff of the brigade of cruisers of the Black Sea Fleet; during November-December he was at the disposal of the Military Council of the Black Sea Fleet, and then until April 1944 - at the disposal of the commander of the Azov Military Flotilla . From April to November, K. S. Melnikov served as chief of staff of a separate brigade of patrol ships of the Black Sea Fleet. After removal from his post, Melnikov was appointed to the command of the Moscow Navy crew, UKOS Navy (November-December), and then to the commander of the Pacific Fleet (until January 1945 ) [2] .
From January to August 1945, Konstantin Stepanovich served as chief of staff of the Pacific Fleet trawling brigade. On August 9, he was appointed to the post of chief of staff of the OVR (water area protection) of the Vladivostok Sea Defensive Region (MPA); from August 21, he was appointed commander of the OVR of this naval defense region [2] .
Service 1946-1954
In February-April 1947, Konstantin S. Melnikov was at the disposal of the Navy's Personnel Department, and later, until January 1948, he was in the position of chief of the inspectorate of the Navy (combat training department) of the headquarters of the Pacific Fleet; demoted to deputy head of the same department. From April 1949 to January 1952, he was the head of the OBP of the 4th Navy [2] . From February 1952 to November 1953 he was trained in the maritime department of the faculty of the Naval Academy. From November 1953 to September 30, 1954 (until the time of his death), Konstantin Stepanovich was the commander of the 24th division of the OVR of the Black Sea Fleet [2] .
He was buried in the cemetery of the Communards of the city of Sevastopol . On the occasion of the death of the admiral, obituaries were published in the periodicals “Flag of the Motherland” and “Soviet Fleet” (from October 2 and 5, 1954, respectively) [2] .
