Biography
Ruslan Shabatoev was born on April 6, 1974 in the village of Epkin, Issykatinsky district of the Chui region in a family of employees. He graduated from Kairminskaya secondary school of the Alamedin district, in 1992 he entered the Kyrgyz State Medical Academy (KSMA), which he graduated in 1998 with a degree in medicine with a qualification as a medical doctor.
In 1998 - 2000 he studied at the Center for Postgraduate Education of the KSMA, after which he was awarded the medical specialty "surgeon". At the same time, in 1998 Ruslan Shabatoev entered the faculty of law of the Kyrgyz State National University, where he graduated in 2002 with a degree in jurisprudence.
In 2000-2005 , he worked as a surgeon at the Institution OP 36/31 of the Ministry of Internal Affairs of the Kyrgyz Republic. By Order No. 197 of May 24, 2005, the Prime Minister of the Kyrgyz Republic, he was elected Director General of the Microcredit Company Entrepreneurship Development Fund Open Joint-Stock Company. From June 19, 2006 to November 28, 2007, he was appointed Chairman of the Management Board of OJSC MKK Enterprise Development Fund. β
According to the results of the elections to the Jogorku Kenesh on December 16, 2007 , Ruslan Shabatoev was elected as a deputy on the party list of the Social Democratic Party of Kyrgyzstan. [one]
Death
On September 30, 2008, deputy Ruslan Shabatoev had dinner with the head of the national communications agency Kubat Kydyraliev late at night, after which he was called out and after 20 minutes his mobile phone was disconnected. [2] A criminal investigation was opened into his disappearance. [3]
The body of the deputy was found exactly one year later, on September 30, 2009 in the village of Baytik. His relatives identified the found corpse by the remains of clothes and watches. The place of burial of the corpse was indicated by the leader of the local criminal group Zhumabek Zakirbaev, who allegedly said that Kazakh criminal structures related to the murder of the deputy, who asked their Kyrgyz colleagues to arrange a meeting with Shabatoev in order to get the debts out of him. As a result of the quarrel, Ruslan Shabatoev was killed by a pistol shot. [2]
