Born on September 22, 1962 in the city of Pavlograd, Dnipropetrovsk region of Ukraine. He graduated from high school.
In the Armed Forces of the USSR since 1980 . 1984 graduated from the Kiev Higher Military Radio Engineering School of Air Defense. Since 1984, he served in radio intelligence units in the Southern Group of Forces (Hungary), and since 1989, in the Turkestan Military District.
In the Internal Troops of the Ministry of Internal Affairs of Russia since 1994. Appointed to the post of intelligence chief in the newly formed special forces unit "Rus". Member of the first and second Chechen wars.
In the course of the combat mission to liberate Mount Chaban from Chechen gangs, the scouts under the command of Major S. Yushkov completed all the tasks assigned, while not allowing losses in their unit, and also ensured that the combat mission was completed by 22 OBR fighters, and managed to evacuate the wounded and dead soldiers of this unit. The capture and control of Mount Shepherd was the defeat of Chechen gangs on the territory of Dagestan and forced them to leave for the Chechen Republic.
By presidential decree of February 4, 2000, for the courage and heroism shown during the counter-terrorist operation in the North Caucasus, Major S. Yushkov was awarded the title of Hero of the Russian Federation.
