History

In Russia, there is a library in every educational institution. Provision of the library with necessary materials is taken into account when licensing an educational institution. Free access to school library materials is enshrined in law. Materials (library resources) are understood not only as printed literature, but also various information materials on any media.

Imperial Russia

The appearance of a school library in Russia as a special type of educational library dates back to the late 17th century, at the request of Moscow residents. They appear at gymnasiums, cadet corps, real schools, secondary and lower educational institutions, at parish schools and other educational institutions. By the beginning of the 30s of the 19th century, there were already 62 gymnasium libraries in Russia and several dozen at district schools. The decisive role in the development of school libraries was played by the reform of the 1860s. The creation of a public school began, which entailed the creation of a network of student libraries. The main means of financing were voluntary donations of the population and tuition fees.

USSR

“The Communist Party and the Soviet government pay great attention to educating the younger generation. Our children should receive such education and upbringing that in the future they will be able to adequately solve the further tasks of communist construction. ... The children's library does not have a more important and honorable duty than helping the school to educate and educate the young generation of our country. Therefore, library workers need to ensure that the promotion of books, the guidance of reading children in libraries are closely related to the educational tasks of the school. ” [1]

“The June plenary session of the Central Committee of the CPSU of 1963, devoted to ideological work, recommended that all state institutions and public organizations focus on the formation of a communist worldview of workers, on the education of active and conscious builders of communism, on improving the education and culture of the people. ... With the help of fiction and popular science literature, the librarian participates in the education and upbringing of schoolchildren. ” [2]
