Patriarch Herman II made him Metropolitan of All Russia in 1224 , and at the end of that year, a Greek who came from Nicaea , accompanied by the Russian embassy, ​​where he was apparently born, was brought to Kiev to celebrate entering the pulpit in St. Sophia Cathedral on the Epiphany of what happened on January 6, 1225. According to the chronicle review, he was "taught evil and cunning by the study of divine books." At a time that did not give rest after the pagan Rus thought of church improvement, Metropolitan Cyril became a co-author of the Episcopal “Rule”, which fell upon the revelry of the Slavs, who started pagan games and fist fights. In a subsequent author's work, “Preaching to the Priests,” the spiritual moralist called for the height of a special vigil of the church spirit.

Metropolitan Cyril was respected by the Russian princes and several times drew their quarrels among themselves, preventing the real struggle from flaring up. In his activities, he sought to protect the metropolis from the power of secular rulers, was engaged in the consolidation of church bishops of Russia. He organized local church cathedrals twice - in 1227 in Vladimir and in 1231 in Kiev. He was in good relations with the Pechersky Monastery .

The name of Metropolitan Cyril in the annals “blessed” makes it possible to assume that this was a remarkable metropolitan, outstanding from a number of other archpastors.

Cyril died between June 10 and August 15, 1233 .
