SIC Informculture (Scientific Information Center for Culture and Art) was created in accordance with the decisions of the Council of Ministers of the USSR of November 29, 1966 No. 916 " On the national system of scientific and technical information ", dated July 19, 1971 No. 496 "On further improvement the state system of scientific and technical information in 1971-1975 ”and the order of the Ministry of Culture of the USSR dated August 28, 1972 No. 505“ On the creation of the Information Center on the problems of culture and art as part of the State Library of the USSR named after V. I. Lenin . "

SIC Informkultura RSL is a fully automated information center with unique information resources available to consumers in traditional and most modern forms.
The sphere of scientific interests of Information Culture is the general problems of culture, socio-cultural activities in the field of leisure, librarianship and bibliography, museum work and the protection of monuments, material and technical equipment of cultural institutions, cultural tourism, humanization of education, general issues of art, visual arts, musical art, spectacular art, aesthetic education. The information resource on culture and art is based on bibliographic information created by analytical listing of receipts in the Russian State Library and the largest libraries in Russia. The center has developed a system of informational publications on culture and art: bibliographic, abstract, overview indexes and express information. Today, Information Culture publishes bibliographic and abstract-bibliographic indexes, catalogs, scientific information and information collections (" Protection of the Cultural Heritage: Problems and Solutions. ICOMOS Materials ", "The Library in an Age of Change "); scientific informational and analytical journal " Observatory of Culture ", included in the list of peer-reviewed journals of the Higher Attestation Commission; since 1982, databases of bibliographic, factual, and abstract-bibliographic information have been compiled. Since 1994, the Information Culture has been creating databases of factual, bibliographic and textual information (“European courses for the training of managers in the field of culture”, “Foreign networks of cultural organizations”, “Music festivals”, “International music competitions”, “Concert organizations and impresario” , “Scholarships and grants for specialists in the field of culture and art”, “Institutions, organizations of the cultural and leisure sphere of the Russian Federation”). Information culture, therefore, is a unique information center in terms of comprehensive coverage of the problems of culture, related branches of knowledge and the variety of information services and products offered.
The information culture acts as the leading and methodological center for the Rosinformkultura, created on its basis, as an industry information system for culture and art. The information culture collaborates with the S. I. Taneyev Scientific Library of the Moscow State Conservatory and the M. I. Rudomino All-Russian State Library for Foreign Literature .
Since 2003, the Informkultura website has been operating : analytics, factography, and a bibliography on culture and art , which represent a significant part of the electronic resources of Informkultura and Rosinformkultura.
In 2015, SIC Informkultura was liquidated.

Rosinformkultura
Rosinformkultura is an integral part of the state system of scientific information. Rosinformkultura, while maintaining continuity with respect to the Soyuzinformkultura sectoral system of scientific information on culture and art, is focused on fulfilling the state task of creating and supporting a unified system of information support - the cultural activity of Russia.
The goals of Rosinformkultura are to promote, through scientific information, the development and implementation of a new cultural policy in the country, the formation of a unified information space in the field of culture and art, the creation of an information base for industry science, and the improvement of the professional level of cultural workers.
Rosinformkultura received the status of the Russian system of scientific and informational support for cultural activities in 1996 by the decision of the Second All-Russian meeting of heads of cultural information services “ Libraries of Russia in the information support of cultural activities of regions ” (Ufa, June 14-15, 1995), which approved Regulations on the Russian system of scientific and informational support of cultural activities . "
The structure of Rosinformkultury: federal and regional levels. At the federal level, there are SIC Informculture as part of the Russian State Library , information services in the All-Russian State Library of Foreign Literature and the Scientific Library named after S. I. Taneev Moscow State Conservatory. P.I. Tchaikovsky .
At the regional level, information services for culture and art operate in the republican (national libraries of the Republic of Tatarstan and the Republic of Sakha-Yakutia), regional, district, regional universal scientific libraries and as part of institutions and organizations of culture and art of the regions.
In total, Rosinformkultura has about 120 information services. Regional centers - information services for culture and art (SNIKI) as part of the central regional libraries - led by the Information Culture of the RSL are the main links in the whole system.
The main task of Rosinformkultura - information support of cultural development in the regions and regional cultural policy - is realized through the formation of funds of unpublished documents and databases of bibliographic, address factual and full-text information. Rosinformkultura services issue over 350 names of print and electronic publications that reflect the main trends in the development of culture and art in the Russian Federation and abroad.
One of the areas of SNIKI's work is the formation of funds of unpublished documents that are stored and used in the form of databases of bibliographic, address-factographic, and full-text information.
The users include researchers, teachers, students, employees of administrative structures, creative employees, cultural specialists, media workers, public organizations, commercial organizations, and representatives of religious faiths.

The journal "Observatory of Culture" is published by the creative team of the Scientific Information Center for Culture and Art (SIC Informkultura) of the Russian State Library . The editorial staff of the magazine works in close cooperation with the Ministry of Culture of the Russian Federation , as well as with many leading scientific institutes and organizations of the industry.
The magazine is dedicated to a holistic analysis of the world cultural process in the whole variety of sections of the cultural life of society. Theater and music, art and cinema, literature and architecture, cultural heritage, museums and libraries, leisure and tourism - all these areas of culture find their place on its pages, creating a holistic information field of culture. One of the priority tasks of the publication is to reflect the widest possible palette of phenomena and processes taking place in world culture.
The versatility of topics, the availability of presentation will help to understand the specifics and nature of modern sociocultural processes to a wide range of readers. Considering enlightenment to be one of the most important aspects in the general concept of the magazine, its creative team works in the best educational traditions that have always distinguished the humanitarian sphere of Russian science.
On the pages of the "Observatory of Culture" scientific articles on topical issues of cultural development, side by side with coverage of events in domestic and world culture. Analytical reviews and essays, portraits and interviews, the current classical heritage in the field of cultural studies (translations, reviews, essays), reviews of book novelties, a mosaic of cultural events and much more are being prepared for the magazine by observers of Informkulutra. Of great importance in the journal is the living word of the leading figures in culture and art: well-known Russian cultural scientists and art historians, philosophers, historians and literary critics, that is, representatives of the most diverse fields of humanitarian knowledge, schools and trends, which is fundamentally important for studying such a phenomenon as culture.
The journal "Observatory of Culture" is included in the " List of leading peer-reviewed scientific journals and publications in which the main scientific results of dissertations for the degree of doctor and candidate of science " should be published , compiled by the Higher Attestation Commission (HAC) of the Ministry of Education and Science of the Russian Federation .
