Biography
A native of the village of Sosnovo (Punchersol) of the Varaksinsky volost of the Tsarevokokshaysky district of the Kazan province (now the village of Sosnovka, Medvedevsky district of the Republic of Mari El, Russia). By nationality - Marie . Before World War I worked as a teacher in Obshiyarah and Yemeni. During the war he graduated from an officer’s school. At the front of the First World War was wounded.
After the October Revolution - an active participant in the establishment of Soviet power in the Mari Territory. Member of the RCP (b) since 1919 [1] .
In January 1918 - Commissioner of the Mari Department at the headquarters of the Kazan Military District . He was the organizer of the formation of the Mari military unit in the 2nd Kazan Soviet (International F. Engels) Regiment. On March 13, 1918, Tovashov appeared on the pages of the newspaper “Ozhara” with a letter of appeal to voluntarily join the ranks of the soldiers of the International Regiment.
On August 5, 1918, a Mari company as part of the 2nd Soviet Regiment participated in a fierce battle near the mouth of the Kazanka River . The company lost a significant part of the personnel, its remnants after the liberation of Kazan from the whites joined the 52nd division of the Red Army .
After the liberation of Kazan, Tovashov was appointed an employee of the agitation subdivision of the Kazan provincial military commissariat, translates propaganda brochures, appeals and resolutions into Mari .
For services during the Civil War he had an award - a set of leather uniforms presented by Leonid D. Trotsky [2] .
In February 1919 he was appointed military commissar of the Krasnokokshaysky district . In connection with the creation of the Mari Autonomous Region at the I Congress of Soviets, he was elected a member of the regional executive committee. After the establishment of the Mari military commissariat on September 8, 1921, it was approved by the first military commissar of the autonomous region (he held the post until 1925).
Being in the post of military commissar, he had a conflict with the secretary of the regional party committee , NI Yezhov , who later became people's commissar of internal affairs of the USSR . At the initiative of the latter, the question was raised about bringing Tovashov to the tribunal’s court “for negligent attitude to the font,” removing him from work and expulsion from the party. The commander of the Volga Military District, D. Oskin, stood up for Tovashov:
Comrade MM Tovashov is the best military commissar in the district ... and I do not find the need to remove him from his post.

Tovashov was left in the party and at work, but the case was not discontinued, and a written undertaking not to leave the commissar was taken [4] .
Since 1926 - Inspector places of detention of the NKVD Mari Autonomous Region. Since 1933 - a pensioner.
Repressed on December 29, 1937, sentenced to 10 years in prison [5] .
He died in 1939.
