Biography
He graduated from Tomsk Polytechnic Institute in 1957 and the Higher School of Economics at the Central Committee of the CPSU in 1964 .
Since 1957 , at the Komsomol and party work in the Tomsk region.
- 1983 - 1984 - Second Secretary of the Tomsk Regional Party Committee,
- 1984 - 1985 - Inspector of the Central Committee of the CPSU,
- 1985 - 1990 - First Secretary of the Tula Regional Committee of the CPSU,
- 1990 - 1991 - Chairman of the Tula Regional Council.
He was elected a delegate to the XXIV, XXV and XXVI congresses of the CPSU . Member of the Central Committee of the CPSU in 1986 - 1991 People's Deputy of the USSR (1989−1991).
In 1994, retired.
From 1998 to 2005 - Chairman of the Council of Elders of the city of Tomsk. Since 2005 - Member of the Council of Elders of the city of Tomsk.
Rewards
- He was awarded the orders of the October Revolution, the Red Banner of Labor, the "Badge of Honor", and medals.
- In 1977, Yu. I. Litvintsev was awarded the Prize of the Council of Ministers of the USSR for the design and construction of a complex of water supply facilities for the city of Tomsk using underground sources.
- September 2, 2004 was awarded the Certificate of Honor of the Tomsk Region.
- March 6, 2009 was awarded the distinction "For Services to the Tomsk Region".
