Biography
Born on December 9, 1843, came from the nobility of the Kiev province , the son of a college adviser Vladimir Egorovich Spitsberg. He was educated at the 2nd Kiev Classical Gymnasium and the 2nd Konstantinovsky Military School.
He entered the service on September 6, 1861 in the Mariupol Hussar Regiment, and on January 12, 1863 he was promoted to cornet . In the ranks of the Mariupol regiment took part in the suppression of the Polish uprising of 1863-1864 and in 1864 was awarded the Order of St. Anne of the 4th degree; January 31, 1865 promoted to lieutenant .
At the end of 1865, Spitsberg was transferred to Turkestan with the appointment of the Siberian Cossack Army in the cavalry artillery brigade. On October 18, 1866, Spitsberg took part in the assault on Jizzakh and was wounded by a bullet in the elbow of his left hand. On December 22, 1867, Svalbard was awarded a golden saber with the inscription "For Courage" for his distinction in Turkestan campaigns .
On January 13, 1869 he was promoted to headquarters captain and in the same year he was awarded the orders of St. for distinctions in campaigns against the Bukhara and Kokand khanates . Stanislav 3rd degree with swords and bow, St. Stanislav 2nd degree with the imperial crown and swords and St. 4th degree Vladimir with swords and bow.
On April 10, 1870, Spitsberg was appointed head of the office of the head of the Zarafshan district, and in the campaign of the same year against the Shakhrisyabz Beks, Spitsberg earned the Order of St. 2nd degree Anna with swords. On January 9, 1874, Spitsberg headed the Samarkand department of the Turkestan Governor General , which held his post until June 18, 1877. During the Kokand campaign of 1875-1876, he served as chief of staff of the Ferghana detachment and commandant of Panjakent ; November 25, 1875 for the difference was promoted to lieutenant colonel .
On June 18, 1877, Spitsberg was appointed commander of the 5th combined Orenburg-Ural regiment, and on reforming the Turkestan combined regiments on September 20, 1879 he headed the Orenburg Cossack No. 4 regiment, which was renamed Orenburg Cossack No. 1 regiment on July 13, 1882. At the end of the Turkestan campaigns, Spitsberg, together with the regiment headed by him, was relocated to Kharkov and on November 14, 1894 received the rank of Major General . Spitsberg commanded the 1st Orenburg Cossack Regiment until October 23, 1896, when he was appointed head of the 1st Turkestan Cossack Brigade; in 1897 he was awarded the Order of St. Stanislav 1st degree and in 1899 - the Order of St. Anna of the 1st degree.
On September 14, 1900, he was given command of the 1st Turkestan Cossack Division and on December 6 of the same year he was promoted to lieutenant general , in 1903 he was awarded the Order of St. Vladimir of the 2nd degree and in 1906 - the Order of the White Eagle . From July 5, 1906, Spitsberg was the commander of the 7th Army Corps .
In 1909, Spitsberg was promoted to general from the cavalry and retired. The date of death has not been set, it is known that at the beginning of 1913 he lived in St. Petersburg , and his wife, Olga Ivanovna, was already recorded as a widow in the address book for St. Petersburg in 1917. Children:

His brother Rostislav Vladimirovich was a lieutenant general and member of the Artillery Committee, his nephew Eugene was a military pilot and died in the First World War .
