The story tells about the ingenious operation of German intelligence in 1915 to discredit the chief of Russian gendarmes Vladimir Zhukovsky (prototype - Vladimir Dzhunkovsky ). The protagonist of the “films” is German military intelligence major Sepp von Theofels, who is undercover in Russia .
