Biography
E. A. Babayan was born in 1920 . By nationality - Armenian . In 1941 he graduated from the 2nd Moscow State Medical Institute. N. I. Pirogov , in 1953 - 1986 . He worked in various positions in the Office of the introduction of new drugs and medical equipment of the USSR Ministry of Health .
From 1964 to 1993, he was the head of the Russian delegation to the Commission on Narcotic Drugs of the United Nations Economic and Social Council (ECOSOC), and also twice (in 1977 and 1990) Chairman of the Commission. From 1995 to 2004, he was Vice-President of the UN International Narcotics Control Board [2] and a member of the International Narcotics Control Board of the United Nations (INCB, International Narcotics Control Board ). In 2005, the Chief Researcher for Research Activities of the Research Institute of Social and Forensic Psychiatry (Moscow).
