Biography
Perez was born in Madrid . He graduated from the Polytechnic University of Madrid [1] with a degree in Engineering for Roads, Canals, and Ports. In the 1970s, he served as Director General of the Spanish Association of Roads and responsible for the protection of the environment at the City Hall of Madrid.
In the 1980s, he was an adviser and general director of the transport infrastructure of the Ministry of Transport, Tourism and Communications, and vice president of the Institute for Reform and Agricultural Development of the Ministry of Agriculture, Fishing and Food. In 1991, Perez became a member of the administrative board of the French construction company SAE. In 1992, he was the main shareholder and president of OCISA, as well as the branch of Edificios Balcon. In 1993, he headed the construction group OCP, in 1997 - the construction company ACS that formed by the merger of the OCP and Gines Navarro groups. First Term (2000-2006)
