Tariff reform has been carried out since 1886, when the railway tariffs of foreign traffic were subordinated to state control. The reform was finally enshrined in the law of March 8, 1889 on railway tariffs, which was in force with slight changes until 1917. The reform approved the state monopoly on railway tariffs, providing the government with "all guidance on the actions of railways in setting tariffs to protect the interests of the population, industry, trade and treasury " [1] . Under this law, all management of the tariff business was concentrated in the Ministry of Finance, where special institutions were created: the Tariff Council, the Tariff Committee and the Railway Department. Since 1889, the railway tariff policy has become an important component of the general economic policy of the tsarist government, which, using the patronizing system of tariff premiums, has begun to widely implement agricultural and industrial protectionism [2] .
