Biography
Born into a peasant family, worked on a collective farm.
- In 1941, a cadet of the Krasnodar Artillery School.
- 1941-1942 - Red Army soldier of the 12th Special Artillery Brigade of the Crimean Front.
- 1942-1943 - He was treated in the rear hospitals, was commissioned for the wound.
- 1943-1944 - Director of a seven-year school in the Budennovsky district of the Stavropol Territory.
- 1944-1948 - Student of the Budyonnovsk Agricultural Institute.
- 1948-1957 - Senior agronomist, director of the MTS of the Budennovsky district, director of the Arzgir MTS, chairman of the Rodina collective farm of the Arzgir region.
Party and Political Career
- 1957-1960 - Head of the agricultural department of the Stavropol Regional Committee of the CPSU .
- 1960-1961 - Chairman of the Stavropol Regional Executive Committee of the Council of People's Deputies.
- 1961 - Inspector of the CPSU Central Committee .
- 1961-1987 - First Secretary of the Omsk Regional Party Committee . He was appointed to this position by personal order of N. S. Khrushchev in connection with the unsatisfactory state of affairs in the agriculture of the region. He set a record for staying at this post, as well as a record for staying at the post for all the first secretaries of the regional and regional committees of the party. He led the region during the period of active growth of the city associated with the development of the oil refining complex, the construction of new plants in the city of Omsk, the intensive development of the economy and agro-industrial complex of the Omsk region. The house in the city center (Spartakovskaya street, 13), where he lived, is still popularly known as "Manyakinsky."

Since 1990, retired.
Member of the State Duma of the Russian Federation (1995-1999).
He was buried at the Troekurovsky cemetery .

Memory
In 1998, S. I. Manyakin was awarded the title of honorary citizen of the city of Omsk [2] .
Named after S. I. Manyakin In 2012, a new street in the Oktyabrsky District of Omsk [3] .
The bust of S. I. Manyakin was opened on November 7, 2013 in Omsk near the house on Spartakovskaya 13 [4] . It was opened by the Governor of the Omsk Region Viktor Nazarov and the Mayor of Omsk, Vyacheslav Dvorakovsky [5] .
In 2010, S.I. Manyakin was awarded the title “Honorary Citizen of the Arzgir Municipal District” (posthumous). In 2019, a memorial plaque was installed on the facade of the school building of the village of Rodnikovsky, in which he studied [6] .
