Eugene Vladimir Kogan ( January 1, 1954 - March 28, 2007 ) - Soviet and Estonian politician. People's Deputy of the USSR (1989-1991).

Biography
One of the founders of the International Workers' Movement of the Estonian SSR (abbr. Inter-movement), created in opposition to the Popular Front of Estonia . In 1989, he was elected People's Deputy of the USSR from the Tallinn 450th National Territorial District. Initially, he was a member of the Interregional Deputy Group , then he became one of the founders of the Union deputy group, which advocated the preservation of the USSR. After the defeat of the State Emergency Committee in August 1991, the Union deputy group of the Congress of People's Deputies of the USSR collapsed. Only Viktor Alksnis , Eugene Kogan, Nikolai Petrushenko, Sazhi Umalatova , Leonid Sukhov remained in its composition [1] .
He was a member of the Presidium of the VI "Congress" of People's Deputies of the USSR, held after the dissolution of the Congress. Participated in the work of the Party of the revival of power in Russia. In 1992, he was promoted to mayor of Moscow [2] .
In the mid -1990s, he returned to Estonia, was a deputy of the Tallinn City Assembly [3] . In 1999, he published several articles in the Estonian press, raising the issue of the historical guilt of Estonians and their active participation in the extermination of Jews during the Second World War [4] [5] .
Later he moved away from active political activity and went into business [6] .
The former MP Viktor Alksnis spoke positively about Kogan [7] [8] .
He was buried at the Alexander Nevsky Cemetery in Tallinn.
