Neil Gordon Kinnock, Baron Kinnock ( born Neil Gordon Kinnock , born March 28, 1942 ) - Welsh politician, former Vice-President of the European Commission , head of the British Council since 2004.

Biography
Kinnock was born in Tredegar in 1942 ( Glance , Wales ) in the family of a miner. He graduated from Cardiff University and graduate school and in 1970 became a member of the House of Commons of the Parliament of Great Britain . In 1983, he was elected chairman of the opposition Labor Party . He left this post in 1992 after Labor’s defeat at the next parliamentary elections . From 1995 to 1999, Kinnock served as European Commissioner for Transport, and from 1999 to 2004 - Commissioner for Administrative Reform, as well as Vice-President of the European Commission . On November 1, 2004, Kinnock headed the British Council .
Neil Kinnock is married and has two children. His son, Stephen Kinnock, led the now closed branch of the British Council in St. Petersburg [3] .
