Other local governments include the head of the city district, the city ββof Voronezh, the administration of the city district, and the Audit Office of the city district, the city of Voronezh.
Voronezh City Duma consists of 36 deputies elected in municipal elections by a mixed electoral system. Of these, 24 - in single-mandate constituencies, 12 - on party lists for a period of 5 years. A citizen of Russia who has reached 18 years of age may be elected as a deputy of the Voronezh City Duma.
A deputy of the Voronezh City Duma carries out parliamentary activities on an ongoing basis, or without interruption from his main professional activity. On an ongoing basis, no more than 10 percent of the established number of the Voronezh City Duma can work in the Voronezh City Duma.
Session
The main form of work of the Voronezh City Council is a session. The session consists of meetings of the Voronezh City Duma, as well as meetings of its commissions and parliamentary hearings held between them. The first week of each month during the session is reserved for the work of deputies in their constituencies.
Meetings of the Voronezh City Council are held as necessary, but at least once every 3 months. The deputy is obliged to inform the chairman of the Voronezh City Duma, or one of his deputies about the impossibility of attending the meeting, explaining the reason for his absence.
The deputy exercises the right to vote personally.
Interaction with the Head of the urban district, the city of Voronezh
The head of the city district, the city of Voronezh is present at meetings of the Voronezh City Council.
The Voronezh City Duma listens to the annual reports of the Head of the City District of the city of Voronezh on the results of its activities, the activities of the administration of the city district of the city of Voronezh, including the resolution of issues raised by the Voronezh City Council.
History
August 28, 1914 according to the decision adopted by the Voronezh City Duma, Voronezh became a member of the All-Russian City Union (All-Russian Union of Cities) [1] . The Union was established on August 8β9 this year and provided assistance to sick and wounded soldiers, officers, and worked closely with the All-Russian Zemstvo Union and the Red Cross Society . The representative of Voronezh in the union was unanimously elected I. T. Alisov.
The representative body of local self-government of Voronezh - the Municipal Council was established on the basis of Decree of the President of the Russian Federation No. 1760 dated October 26, 1993 and the Law of the Voronezh Region "On Local Self-Government in the Voronezh Region" No. 8-3 dated December 28, 1994.
The first convocation of the Voronezh City Municipal Council worked from November 1994 to January 1997. Elections of deputies of the second convocation were held on March 23, 1997.
On May 11, 2002, the Voronezh City Municipal Council was renamed the Voronezh City Duma .
The number of members of the Voronezh City Duma of the first convocation according to the Charter is 34 people. The Voronezh City Council of the first convocation ceased operations on March 20, 2005. In accordance with the requirements of the new Charter of the city district, the city of Voronezh adopted on October 27, 2004 (Resolution of the Voronezh City Council No. 150-I), the Voronezh City Council consists of 36 deputies.
On September 13, 2015, in Voronezh, the elections of deputies to the Voronezh City Duma of the IV convocation were held. Twenty-nine mandates were received by representatives of the United Russia party, four mandates by the Communist Party, two mandates by Just Russia , and one mandate by the Liberal Democratic Party [2] . At the first meeting of the Voronezh City Duma, Vladimir Fedorovich Khodyrev, who held this post earlier, was elected its chairman [3] .
