Biography
He graduated from the Mikhailovsky Artillery School , the Mikhailovsky Artillery Academy . In the 80s. XIX century was close to the populists . From 1889 to 1906 in military service, he served at the Kiev artillery range. In May 1899, Colonel Oberuchev visited Fort Aleksandrovsky where he collected information about T. G. Shevchenko . The commander of the artillery brigade.
In 1906 he retired, lived in Kiev, was engaged in journalistic and public activities. He participated in the cooperative movement, a delegate of the II Cooperative Congress in Kiev. Socialist revolutionary . In 1913 he was sent abroad for revolutionary activity. He lived in Switzerland , working with various public organizations involved in organizing assistance to Russian prisoners of war . 1st Secretary of the Central Committee for Assistance to Russian Citizens Caught in the War Abroad.
In January 1917 he returned to Russia. On arrival in Kiev he was arrested. After the February Revolution of 1917, released. The executive committee of the council of public organizations was elected military commissar of the Kiev military district . In 1917 he was promoted to general and appointed by the Provisional Government as the commander of the troops of the Kiev Military District. In July 1917 he took part in the suppression of the revolt of the Polubotkovites .
In September 1917, he was delegated to the International Conference on the exchange of prisoners of war in Copenhagen . After the October Revolution, he refused the offer of the Soviet government to take up a post in the military department and remained in exile.
He lived in the USA , where he was chairman of the Fund for Assistance to Russian Writers and Scientists, one of the founders and teachers of the Russian People’s University in New York ; Representative of the Nonpartisan Association Administrative Center in New York.
