Venezuela has the most advanced deep-layered air defense system in Latin America, based on two divisions of the S-300VM air defense system, Buk-M2E air defense system, Pechora-2M air defense system and ZU-23. Three purchases of Buk-M2E divisions, 11 Pechora-2M divisions, as well as 300 ZU-23 caliber 23 mm caliber, 11 P-18M radar stations and automated air defense control systems are planned to be purchased in Russia. Caracas may receive the bulk of these funds by the end of 2013.

In addition to those listed, Venezuelan air defense has at least 10 Barak air defense systems, 10 Roland air defense systems, as well as RBS-70 air defense systems and about 230 towed anti-aircraft systems. [15]
