Biography
He was born no earlier than 1750 in the family of the team leader Rodion Rodionovich Koshelev, one of the sons of General R.M. Koshelev famous for his wealth. In public service since 1774.
Since the establishment of the Tobolsk governorate in 1796, D. R. Koshelev has served there as vice-governor, and in the following year he becomes governor. One of the most notable events of the period of the Tobolsk governorship of D. R. Koshelev was the opening of the Siberian Post Office in 1800. In the same year, the governor determines that the German writer August Kotzebue arrived at the place of departure for residence in Kurgan [1] . At the request of the Free Economic Society, the Tobolsk governor sent 10 pounds of wild buckwheat (kyrlyk) to the capital, for which he received written thanks from VEO [2] .
In 1803-11 headed the Tambov province . According to the Tambov leader of the nobility M. P. Zagryazhsky , the governor was “a smart man, quick to order, he wrote expertly” [3] . On August 25, 1808, Koshelev received monastic favor for his zeal and for taking measures to open and safely suppress the infection in the Saratov province , where one of his estates was located. S.P. Zhikharev wrote on June 20, 1806 in his diary:
Governor D.R. Koshelev, who arrived, received news from Petersburg that everyone continues to talk about the war there and that preparations for it are being made on a huge scale. He is made to feel that he is more active and, just in case, warned the landowners of his province, from which many donations are likely to be required, by the importance of the case.
In 1806, when he was the Tambov governor, he bought at auction the village of Kuzminka (Znamenskoye) of the Lebedyansky district of the Tambov province , which before that belonged to Petr Petrovich Bibikov (the village ceased to exist in 1982). His family settles in this village. After his death in 1815, the heirs remain estates in:
- Vasilievsky district of the Nizhny Novgorod province (175 souls of peasants),
- Makaryevsky district of the Nizhny Novgorod province (148 souls),
- Myshinsky district of Yaroslavl province (83 souls),
- Atkar district of Saratov province (18 souls),
- Skopinsky district of the Ryazan province (18 souls),
- the village of Kuzminka, Lebedyansky district, Tambov province (17 souls).
In 1816, it is mentioned as the owner of the village of Vvedenskoye (Kolychevo) of the Ranenburg district of the Ryazan province [4] .
