Created in accordance with the Decree of the Government of the Russian Federation of June 28, 2001 No. 486 "On improving the prevention and liquidation of emergency situations at underwater potentially dangerous facilities" and the order of the Ministry of Emergency Situations of Russia of June 28, 2001 No. 347 "On the implementation of the Decree of the Government of the Russian Federation of June 28, 2001 No. 486. "
Composition
Includes five formations:
- Central terminal (in Moscow );
- Western branch (inaccessible link) (in Baltiysk );
- Southern branch (in Gelendzhik );
- Northern branch (in Arkhangelsk );
- Far Eastern branch (inaccessible link) (in Nakhodka ).
55% of GOSAKVASPAS personnel are certified EMERCOM employees, some of them are military personnel.
Key Tasks
- Prevention and liquidation of emergency situations at underwater potentially dangerous facilities in inland waters and in the territorial sea of the Russian Federation;
- Participation in the planning and development of plans for the prevention and elimination of emergency situations at facilities, territories and waters;
- Participation in the development of cooperation plans for emergency response;
- Maintenance and operation of ships, special-purpose equipment, real estate, and other objects and property under the operational management of branches;
- Delivery of emergency equipment and livelihoods to people in distress;
- Rescue, first aid, evacuation of victims and assistance to ships and splashed aircraft;
- Advocacy of knowledge in the field of protecting the population and territories from emergency situations;
- Participation in the organization of the preparation of the population and employees of organizations for action in emergency situations.
