Boris Sergeyevich Kozin ( July 20, 1924 , Dobryanka , Chernihiv province - October 5, 2012 , Moscow ) - an outstanding Russian scientist-economist, director of the Institute of Complex Transport Problems (1974-91), professor at the Moscow Academy of Water Transport (1991-2012), honored worker science and technology of Russia.

Biography
Boris Sergeyevich Kozin was born in 1924. Eighteen-year-old youth fought in the Great Patriotic War, first in the partisan detachment, and then in the ranks of the army as a rank-and-file signalman. For courage and courage shown in battle, he was awarded the medal "For Courage" [1] and the Order of the Red Star [2] . He ended the war by participating in the capture of Koenigsberg as the foreman of a platoon and a candidate member of the CPSU.
In 1949, B. S. Kozin graduated from the Gomel College of Railways, worked on the Belarusian Railway . In 1955, he graduated from the Moscow Institute of Railway Transport Engineers and was sent to work in the newly created Institute for Complex Transport Problems (ICTP), then part of the USSR Academy of Sciences , and later transferred to the USSR State Planning System. Boris Sergeevich went through all the stages of his career and scientific career at ICTP - from a senior technician to the director of the Institute, from a graduate student to a professor.
Doctor of Technical Sciences (1969), Director of the Institute of Complex Transport Problems (1974-1991), Professor of the Moscow Academy of Water Transport (1991-2012), Honored Worker of Science and Technology of Russia, Honorary Railway Worker. The main works in the field of planning and functioning of the country's transport system, the search for optimal solutions for the development of capacity, optimal management structures.
He was buried at Mitinsky cemetery in Moscow.
Scientific and educational activities
The results of scientific research of B. S. Kozin are published in the fundamental monographs “Choice of schemes for the staged development of railway lines” (in collaboration with his closest friend and associate professor I. T. Kozlov) and “Staged development of transport devices”. B.S. Kozin was one of the pioneers in conducting and organizing research on the application of mathematical methods and computers in planning transport development; he was the first leader of the first sectors, and then the department for the application of mathematical methods and computers in transport planning, first created in ICTP. B. S. Kozin and I. T. Kozlov were the scientific editors of the monograph “Automated System of Planned Settlements in Transport”, written by a team of leading ICTP scientists, including Boris Sergeyevich. In this book, all the most important problems of the integrated planning of work and development of the unified transport system of the USSR and the methodology for solving them based on the use of mathematical methods and computers were described in a systematic way. In general, these monographs and other works of ICTP scientists led by Kozin formed a new scientific direction and a whole school of economist scientists in the field of transport. [3]
Kozin was a talented organizer of science. Heading the department of the application of mathematical methods in transport planning, and then for 18 years, being the director of ICTP, the chairman of his Academic and Dissertation Councils, he purposefully selected and organized scientific personnel, was able to attract new generations of talented young people to science. The ICTP during the leadership of B. S. Kozin, gave the country a brilliant galaxy of scientists, who in many respects formed modern ideas about the laws of functioning and development of transport in our country and other countries of the community. Being for many years the chairman of the Transport Expert Council of the Higher Attestation Commission of the USSR B.S. Kozin made a great contribution to the formation of objective criteria for evaluating dissertation research, to creating favorable conditions for the activities of scientists who discover new scientific directions and successfully solve important scientific problems.
In recent years, Boris Sergeyevich devoted much effort to teaching at the Department of Water Transport Economics of the Moscow State Academy of Water Transport , having prepared dozens of young transport scientists for professional life.
