Biography

Born in the village of Dawn Talmensky district of the Altai Territory. After graduation, he entered the Barnaul Pedagogical Institute. At the age of 26, Anatoly Ivanovich was appointed to the post of deputy chairman of the city executive committee. During these years, he was entrusted with the supervision of city improvement, landscaping, the construction of schools, kindergartens, and cultural institutions. Particular attention was paid to the improvement of the city. The residents of Barnaul were able to evaluate the first results already in 1956, when tulip bulbs brought from Moscow were planted on Lenin Avenue. Urban transformations affected the educational and cultural spheres. So, in the 1950s, the cinema "Russia", the Palace of Pioneers, schools No. 22, 27, 31, 42 and much more were built.

In the 1960s Melnikov was appointed to the post of head of the department of housing and communal services of the regional executive committee.

Chairman of the Barnaul City Executive Committee

In 1972, Anatoly Ivanovich was elected chairman of the Barnaul City Executive Committee. Representatives of the city government prepared a draft resolution "On the development of the city economy of the city of Barnaul in 1976-1980." The task was practically impossible: to justify a twofold increase in the city budget and to obtain the general approval of the USSR Council of Ministers. On September 10, 1975, a resolution was adopted “On Measures for the Development of the City Economy of Barnaul in 1976-1980”. Since this year, three more resolutions of the USSR Council of Ministers have been adopted on measures for the further development of the city economy of Barnaul, which guaranteed the city funding from the Union budget. Thanks to government funding, good leadership, a close-knit team of heads of city management departments, the pace of construction has increased several times.

According to information on the implementation of the Decree for the period 1972-1986. It was built: more than 4 million m² of housing, a mechanical and brewery, three stations, three markets, three cinemas, a confectionery factory, a dairy plant, TPP-3, a tram and trolleybus depot, a second river water intake, kindergartens, schools, colleges, universities , hospitals and much more [2] . In the city, 2 micro-districts were formed, they began to build houses of high floors. In addition, by the mid 70's. XX century The first stage of the Glory Memorial was commissioned, the authors of which are sculptors P. L. Mironov and K. G. Chumichev, artist V. F. Dobrovolsky, architect V. E. Osten-Saken. A.I. Melnikov took part in the design of this facility.

The high intensity of construction, transformation in the urban economy of Barnaul was noticed by the Government of the USSR. On August 14, 1980, during the celebration of the 250th anniversary of the founding of Barnaul, the city was awarded the Order of the October Revolution by decree of the Presidium of the Supreme Soviet of the USSR . Since that time, the celebration of City Day in Barnaul has become an annual tradition.

In the days of the anniversary, plans were made for the future. It was assumed that in the region of the regional theater of musical comedy, a large social and cultural center would "grow" around which 16-story residential buildings with large shops would be built.

By 1979, the Lengiprogor Institute had completed a new master plan for the development of Barnaul. In addition to creating new areas and expanding highways, it provided for the development of the right bank of the Ob. To implement this project, it was necessary to build a bridge across the Ob.

In 1980, a monument to I. I. Polzunov was erected on the square in front of the Altai Polytechnic Institute .

At the end of 1986, Melnikov, for health reasons and age, having resigned as chairman of the city executive committee, headed the regional gas department. On December 14, 1995, he lit a torch in honor of the arrival of natural gas in Barnaul.

Recent years

April 29, 2008 Melnikov celebrated his 80th birthday [3] . In the autumn of the same year he was awarded the title of Honorary Citizen of the Altai Territory [4] .

He died on June 11, 2019 at the age of 91 after a serious illness [1] .
