Noocracy ( ancient Greek νοῦς “mind” + κράτος “power”) is a type of political system or social system of society that is “based on the priority of the human mind” when forming the Earth’s noosphere according to the ideas of academician Vladimir Vernadsky and French philosopher Pierre Teilhard de Chardin .

In a broad sense , a set of theoretical philosophical concepts substantiating the evolutionary need for a transition from democracy to a more advanced form of government — the power of the intellectual elite with rational thinking, serving as the main directing force of scientific and technological progress and the socio-economic prosperity of society.
Noocrats are highly professional specialists in organizing the intellectual management of society and improving the quality of life of people based on the widespread introduction of science and technology, or simply advocates of noocracy.
In modern conditions of observed globalization, the noocratic rule of the planetary civilization of people manifests itself mainly in the form of a weighted collective mind in the adoption of various international agreements, declarations and agreements on the interaction of countries.
Noocracy in fiction
- In the science fiction utopia of the English writer HG Wells “ People Like Gods ” (1923), a description of the noocratic society flourishing on the planet Utopia, a copy of the Earth from a parallel world, is given.
