Mini-hotels of St. Petersburg (also Mini-hotels of St. Petersburg ) are hotels located in St. Petersburg with less than 100 rooms (usually between 3-20 rooms). According to 2005 data, their total number was about three hundred (about ten in the mid-1990s) [1] .

Market Formation

The appearance of the first mini-hotels in St. Petersburg is dated 1998-1999, and a sharp jump in their demand occurred in 2003, when the city celebrated its anniversary and was swept by a large influx of tourists. According to the publisher Lonely Planet, in 2003 a unique commercial niche of mini-hotels was formed in St. Petersburg [2] .

According to the DTZ international real estate consulting agency, mini-hotels occupy 25% of the St. Petersburg hotel market [3] .

Due to the fact that St. Petersburg is the largest center of international tourism in Russia, the tourism industry in general, and St. Petersburg mini-hotels occupying a significant place in it in particular, attract the attention of both business and lawmakers. In 2009, two bills regulating the activities of mini-hotels were prepared for inclusion in the Legislative Assembly of St. Petersburg . [4] [5]

Since the late 2000s , after a period of rapid growth, the segment of mini-hotels in St. Petersburg is considered to be largely stabilized [6] .

Fighting mini-hotels

The bill banning the placement of hotels in residential premises was introduced to the State Duma in September 2015 by the head of the committee on housing policy and housing and communal services Galina Khovanskaya. May 13, 2016 the bill was adopted by the State Duma in the first reading. In the current convocation of the lower house, the relevant committee twice delayed the deadline for submitting amendments. On March 21, 2018, a new bill was introduced in the State Duma aimed at introducing a ban on placing mini-hotels and hostels in residential premises of apartment buildings. The initiative was sponsored by vice speaker Pyotr Tolstoy, head of the committee on state building and legislation, Pavel Krasheninnikov, and chairman of the committee on housing policy and housing and communal services Galina Khovanskaya. In April 2018, the Cabinet of Ministers proposed to open mini-hotels in residential buildings only with the consent of the meeting of owners. The website of the Russian Government published amendments developed by the Ministry of Construction of Russia.

Owners will be able to use living quarters to provide hotel services:

  • subject to the requirements stipulated by the Rules for the provision of hotel services in the Russian Federation, as well as other requirements established by the legislation of the Russian Federation
  • provided that the premises are equipped with water, gas and electricity meters
  • an apartment building in the presence of a decision of the general meeting of property owners. The decision must be made by a qualified majority.
