Isekeshev, Aset Orentaevich

Born in the city of Karaganda, Kazakh SSR. In 1989 he graduated from the Special vocational school № 5 of the city of Uralsk with a degree in assembly fitter ^[2] .

In the city of Almaty, he entered the Law Faculty of KazGU named after Al-Farabi , which he graduated in 1994 with a degree in Law. In 1998 he graduated from the Higher School of Public Administration under the President of the Republic of Kazakhstan.

On November 14, 2016, the Prime Minister of the Republic of Kazakhstan, Bakytzhan Sagintayev, reprimanded Issekeshev for poorly cleaning roads from snow and traffic congestion ^[11] . On November 21, 2016, Isekeshev on his Facebook page invited residents of the capital to clean the streets from snow on their own, but later edited the record, adding that the city services would certainly clean the streets, sidewalks and so on ^[12] .

In September 2016, the City Decision Bureau (City Solutions Bureau) was created under the Akimat of Astana ^[13] , the work of which is to collect complaints, critical comments from residents of the capital and transmit to the akimat ^[14] . A certain Kaysarov Dauren, who previously worked in various NGOs sponsored from abroad by the Soros-Kazakhstan Foundation, was appointed the head of this bureau. An interesting fact is that in Almaty there is an NGO “City solutions” (sponsor Soros Foundation-Kazakhstan ) with a similar name in Astana, which is led by Kaysarov’s colleague - Pavel Koktyshev, who is also the head of the MOST Club of Young Entrepreneurs ^[18] .

Also in 2016, a certain Askhat Saduov appeared, who came to see Akim Isekeshev and asked to create an “Urban Studies Center” for him and his team of like-minded people, after which this center was created with the quick decision of the Akim at the state research institute Astanagenplan. With the advent of the Center for Urban Studies and the Bureau of Urban Decisions, the development of the city and the akimat began to have a significant impact in imposing and lobbying certain ideas and values ​​from outside. In July 2017, at the Astana Urban Forum 2017, Akim Isekeshev, with the submission of the Center for Urban Studies, announced his intention to change the urban planning system, instead of the existing “General Plan of Astana” developed by previously famous Japanese architects ^{[19] [20] [21]} and adjusted in 2015, the specialists of NIPI Astanaagenplan ^[22] - to develop and use the usual “Master Plan” for the development of the city with a change in the current regulatory framework for planning and designing urban areas, streets and public spaces. In particular, Askhat Saduov said that they (the Center for Urban Studies) will 100% change the format of the general planning of Astana ^[23] .

In August 2016, requests were sent to all akimats with a request to disclose the salaries of the first leaders. According to media reports, the salary of Astana Akim Aset Issekeshev ranged from 716,866 to 967,674 tenge per month ^[24]
