Class rank - in the Russian Federation , the degree, class, qualification (one of three within a group of positions or one of fifteen within five groups) established by federal law or another legal act, the suitability of an official for a particular activity on the basis of the necessary knowledge , skills and abilities .
Class ranks , systematically set out in the Table of Ranks , were abolished after the revolution. In Soviet times, class ranks were again introduced in 1943 for prosecutors and investigators [1] . Currently, there is a table of correlation of class ranks of the federal state civil service, military and special ranks , class ranks of prosecutors and class ranks of justice , approved by Decree of the President of the Russian Federation of February 1, 2005 No. 113 βOn the procedure for the appropriation and preservation of class ranks of the state civil service Russian Federation by a federal state civil servant. β
According to Art. 5, 7 and 13 of Federal Law No. 58-FZ βOn the Civil Service System of the Russian Federationβ class ranks are assigned to employees:
- federal state civil service
- state civil service of the constituent entities of the Russian Federation
- law enforcement
as well as in accordance with Art. 9.1 of the Federal Law No. 25-FZ "On Municipal Service in the Russian Federation" by civil servants
- municipal service .

Class Civil Service
According to Art. 11 of Federal Law No. 79-Π€Π βOn the State Civil Service of the Russian Federation β, the following class ranks of the state civil service are established in Russia:

- Full State Advisor to the Russian Federation, Class 1 ;
- Full State Advisor to the Russian Federation, Class 2 ;

Class ranks of municipal employees
Class ranks of municipal employees indicate that the level of professional training of municipal employees meets the qualification requirements for filling municipal service posts.
The following class ranks are assigned to municipal employees: [2]
- secretary of the municipal service of 3, 2, 1 class - by the municipal employee, replacing the posts of the municipal service of the younger group;
- referent of the municipal service of 3, 2, 1 class - by the municipal employee, replacing the posts of the municipal service of the senior group;
- Advisor to the municipal service of 3, 2, 1 class - to the municipal employee, replacing the posts of the municipal service of the leading group;
- municipal adviser 3, 2, 1 class - municipal employee, replacing the posts of the municipal service of the main group;
- a valid municipal adviser of class 3, 2, 1 β to a municipal employee replacing the posts of the municipal service of the highest group.
Relations related to the determination of the legal status (status) of municipal employees are regulated by the Federal Law of the Russian Federation of March 2, 2007 No. 25-Π€Π βOn Municipal Service in the Russian Federationβ, but it does not establish specific class ranks. [3]
In the Moscow region, class ranks are regulated by the Law of the Moscow Region No. 137/2007-OZ "On Municipal Service in the Moscow Region", there are:
- Assistant of the municipal service of the Moscow region 3, 2, 1 class - municipal employee, replacing junior posts of the municipal service;
- senior assistant of the municipal service of the Moscow region 3, 2, 1 class - municipal employee, replacing senior posts of the municipal service;
- Advisor to the municipal service of the Moscow Region 3, 2, 1 class - municipal employee, replacing the leading posts of the municipal service;
- municipal adviser to the municipal service of the Moscow Region 3, 2, 1 - to municipal employees who fill the main posts of the municipal service;
- Actual municipal adviser of the Moscow region of 3, 2, 1 class - municipal employee, replacing the highest posts of municipal service.
In St. Petersburg, class ranks are regulated by the Law of St. Petersburg of February 15, 2000 N 53-8 "On the Regulation of Certain Issues of Municipal Service in St. Petersburg":
- for the highest posts of the municipal service - a valid municipal adviser of grades 1 and 2;
- for the main posts of the municipal service - the main municipal adviser of grades 1 and 2;
- for leading posts of the municipal service - the municipal adviser of the municipal service of classes 1 and 2;
- for senior posts of the municipal service - counselor of the municipal service of classes 1 and 2;
- for junior posts of the municipal service - referent of the municipal service of 1 and 2 classes.
