Seliger (forum)

Seliger is the All-Russian Youth Educational Forum that existed in Russia on the initiative of the Nashi youth movement and the Federal Youth Agency Rosmolodezh in the period 2005–2014 on Lake Seliger in the Tver Region , near the town of Ostashkov (370 km from Moscow ) [1] .

Since 2015, he was succeeded by a new forum organized by the Federal Agency for Youth Affairs “Rosmolodezh” at the new site, on the territory of the Kameshkovsky district of the Vladimir region near the Klyazma River, with the new name “ Territory of Meanings ”. [2]

From 2016, from March to April, the annual Arctic Youth Forum “Arctic” takes place at the venue of the Seliger Forum in the Tver Region. [3]

History

In 2000–2005, the first participants in this site were activists of the youth movement “ Walking Together ”.

In 2005-2008, the closed camp of the youth movement "Our" , for activists and commissars of the movement. In 2005, it was attended by about three thousand participants. [4] .

The camp was held in one shift for two weeks and was divided into the following directions of movement: economic, social, tourist, mass actions. Commissioners and Nashi activists gathered in the camp from all regional and city branches, shared their experience, passed ideological and sports training. Practicing techniques and conducting mass actions, social work. In fact, the camp was a training base for training future movement commissioners [4] .

In 2009, as part of the Year of Youth, the Seliger Forum was open to all active and talented young people.

In 2013, from May 17 to 19, Seliger held the VI Congress of the movement OUR under the leadership of the founder of the movement Vasily Yakimenko . Commissioners of the new wave, led by the head of the central office, Artur Omarov, and the former spokesman for the movement, Christina Potupchik, refused to participate in the May congress, Vasily Yakimenko, who declared participation in non-systemic opposition . In 2015, at the initiative of the Federal Agency for Youth Affairs Rosmolodezh, managed by the co-chairman of the Young Guard - Sergey Pospelov , the agency refused to hold a forum, founded in 2005 by the Nashi youth movement [7] . Head Sergey Pospelov himself said that the site will be renamed “Forum Park” for young people of the Central Federal District , [8] however, the new forum was held at the new site, on the territory of Kameshkovsky district , Vladimir region, near the Klyazma river, held from July 13 to August 28 , with the new name " Territory of meanings ". [2]

Funding

The forum is funded both from the Russian budget in the person of FADM Rosmolodyozh , and at the expense of private donations. Budget expenditures from 2007 to 2010 increased from 1.5 million rubles to more than 100 million rubles [9] . In 2011, the budget part of funding will be at least 178 million rubles [10] . According to the deputy head of the Rosmolodezh Sergei Belokonev, more than 200 million rubles were allocated from the state budget to hold the forum in 2012 [11] .

Among the partners and sponsors of the Seliger Forum in 2010 were large Western companies. Mercedes-Benz donated cars, Tupperware handed out lunch boxes and glasses, and Intel provided the organizers with computers. Panasonic offered grants to forum members. Three participants of the 2012 Forum also received grants of 100,000 rubles each [12] .

Another source of income for the Forum is membership fees. So, in 2014, the size of the registration fee amounted to 2,200 rubles, which the participant pays out of his own pocket, if the university does not send such a participant [13] .

Forum Anthem and Motto

The song “Who if not us” was originally the anthem and the motto of one of the projects of the Nashi movement , the project KMS-Personnel for Modernizing the Country. Since 2009, as part of the year of the youth, when the forum was first open to everyone, this song was firmly established among the participants as the anthem of the Seliger forum.

Education

The forum was an educational camp, the educational activities were carried out by the “Russian State Pedagogical University. A.I. Herzen ”, Moscow State University of Humanities , Moscow State University for the Humanities Sholokhov and VSHU- Graduate School of Management.

In 2009, the Seliger 2009 Forum as part of the Federal Program for the Year of Youth, the forum was open to all active and talented young people. In 2009, the forum was attended by about 50,000 young people who have completed the educational program, and also met with experts, representatives of government and business. The 2009 forum was included by the government in the “Year of Youth” events plan in Russia. The forum hosts eight thematic shifts: technical creativity and innovation - (Zvorykinsky project), youth entrepreneurship - (you are an entrepreneur), tolerance - (Russia for all), journalism - (Information flow), national tourism - (Territory), politics - ( Leadership), volunteering - (Technology for good), creativity - (Artparad), Orthodoxy - (Orthodoxy). On the “Art Parade” change → the forum was visited by the Prime Minister of Russia, Vladimir Putin , on the “Leadership” shift, the change was visited by Vyacheslav Volodin , Andrey Vorobyov .

In 2010, the Seliger 2010 Forum rejected the Orthodoxy shift and the Territory tourism shift, but opened three new shifts: the international INTERSELIGER, the fitness change BEGA FOR ME and the young participants in housing and utilities reform ALL THE HOUSES ". Representatives of 89 countries of the world visited the international shift. On the shift (LEADERSHIP) a new project of the Nashi-2.0 movement presented its new program to combat rudeness on the roads - StopHam . Guests of the 2010 forum were President Dmitry Medvedev , Vitaly Mutko , Rashid Nurgaliyev , Vladimir Churov , Gennady Onishchenko , Andrei Turchak , Yunus-Bek Yevkurov , Dmitry Zelenin , Nikas Safronov , Kirill Razlogov , Evgeny Evtushenko , Mikhail Prokhorov .

This year at the forum Seliger for the first time a tragedy occurred, one of the forum participants was drowned by a 21-year-old second-year MAI student [14] .

Massive turn home

In 2010, the change (policy) became the most massive in the history of the forum. Buses with participants brought with them were turned back, those who remained, lived in the forest with entire delegations outside the forum. This was due to the fact that representatives of the regional headquarters of the forum, consisting of representatives of the local administration, ignoring the rules, brought participants without personal invitations, most of whom did not have their own project [15] .

Promotion "You are not welcome here"

At the 2010 Forum on the change of “Leadership” an installation “You are not welcome here” was placed from several public and political figures impaled on sticks of dummies ( Lyudmila Alekseeva , Condoleezza Rice , Mikhail Saakashvili , Nikolai Svanidze , Yuri Shevchuk , Eduard Limonov , Boris Nemtsov , Mikhail Khodorkovsky , Viktor Yushchenko , Martha Laar and others, as well as filmmaker Quentin Tarantino ) in hats with Nazi symbols [16] [17] . The installation was created by one of OUR projects by the “STEEL movement” [18] . The leader of the project “Steel” noted: “among the participants of this installation are characters who falsify the history of Russia, support the fascists and want the collapse of our country”; “The task of the installation is to inform the forum participants about the anti-Russian statements and the actions of individual political figures” [19] . Lyudmila Alekseeva and Nikolai Svanidze responded strongly about this action, but both did not sue [16] . As for Svanidze, the leader of “Steel” was later noted that “an unidentified person carried out a provocation against Svanidze, who was unauthorized added to the exhibition” [18] ; Svanidze replied to this: “If I have been cheated by chance, it’s not easier for me” [19] . Vladimir Lukin and Ella Pamfilova expressed their criticism of the action [16] .

In 2011, the Seliger 2011 Forum was headed by a new leader, Alexey Volokhov , who replaced the commissioner of the Our movement Ilya Kostunov in this post. A new shift “Youth Governments” has been opened, the shift “Leadership” has been transformed into a shift “Politics”. On July 2, at 9.00 p.m., a powerful hurricane struck the forum, the mobile and Internet connection was broken, the hurricane knocked down three dozen trees, damaged electrical wiring and tents. Forum participants were provided with medical assistance [20] [21] .

In 2012, the Forum "Seliger 2012" educational program of the forum was prepared by the Moscow Financial and Industrial University "Synergy" , which also prepared releases of its own programs on the forum "Synergy TV". The forum together with the Russian Student Squad launched a new shift, Young Builders. An international conference with participants of the International Shift took place at Seliger [22] . Within the framework of the “Entrepreneurship” shift, specialists of various levels read lectures and answered questions: these were, first of all, teachers from various universities, they considered questions of building a company and building business models. Representatives of financial companies, owners of their own businesses, also shared their experiences [23] .

From July 25 to August 2, 2012, there was a political change of “Politics”, which for the first time passed without the ideological orientation of the Nashi movement, under the leadership of opposition blogger Dmitry Ternovsky. The forum was attended by opposition political organizations: RosYam , RosPil , Left Front [24] [25] . On July 28, on the sidewalks of the forum at 7 am, the inscription appeared: “Putin, go away yourself” [26] .

In 2013, for the first time in the “Seliger 2013” ​​Forum, the “Civil Forum” was changed, which was headed by the former chairman of the youth policy committee of the Rostov region, Sergey Chuev . At the Civil Forum were held new shifts: "Cossack youth" and "Patriotic clubs of Russia". The director of the Civil Forum Seliger 2013, Sergey Chuev, in September headed the federal state budgetary institution “Russian Center for Civil and Patriotic Education of Children and Youth” (FSB “Rospatriotsentr”).

Russian President Vladimir Putin , Vladimir Puchkov , Vladimir Churov , Vladimir Zhirinovsky , Nikolai Starikov , Yevgeny Fedorov , Igor Ugolnikov , Kostya Tszyu , and DOSAAF leaders of Russia became guests of the Seliger 2013 forum.

At the end of the “Seliger 2013” ​​forum, the first public photos appeared on the Internet with the flag of the Donetsk Republic organization taken during the forum [27] .

In 2014, the Seliger 2014 Forum was an anniversary, the symbols and its format were changed. The forum consisted of 4 independent forums (races). (The first and second arrivals - Youth Projects Forum, Third Arrivals - Russia in the Center Forum, Fourth Arrivals - Civil Forum. Consisting of 25 shifts - of which 8 shifts were held for the first time: Spiritual Foundations of Russia, Young Lawyers of Russia, Economy of the Future, Young designers and architects, Russkaya Pravda, Youth Self-Government, Librarian of the Future, Regions of Russia. More than 1200 representatives of Moscow youth organizations took part in the forum [28] .

Funding

The Seliger Forum from the Rosmolodezh budget and other sources, in 2009 received more than 145 million rubles [29] , in 2010 received more than 180 million rubles [30] , in 2011 received more than 110 million rubles [31] in 2012 received from the state budget more than 280 million rubles. Criticism

The forum was criticized by tourists and locals for the trash left after the event [35] .

From June 17 to June 20, 2011, civilian and eco-activists held an alternative forum, the Antiseliger , in the Khimki forest near Moscow. According to movement leader Evgenia Chirikova [36] :

... this is our answer to all kinds of Seligers, Popular Fronts and so on. On the lie that comes from the authorities, on pseudo-popular undertakings. As a result, it all turns out to be a dummy and a waste of money.

The chief editor of the radio station Ekho Moskvy, Alexei Venediktov, has sharply negatively responded to the Seliger forum for exposing the dummy heads of various figures on the stakes there:

This is a place, in my opinion, to which a decent person, until the leadership of Rosmolodezh, the organizers of the Seliger camp, the Steel movement, bring an apology to those whom they put up, my legs will not be there. And more than that ... Yes, it is for them, maybe not a loss, but it was they who called me, and not I asked for it. Moreover, well, disgusting. Can I not walk in the trash? Here it is, from my point of view, garbage. That's all [37] .
