Vainshtok, Semyon Mikhailovich

Semyon Mikhailovich Vainshtok (born October 5, 1947 , Klimautsy, Dondyushansky District, Moldavian SSR ) is a Russian industrialist, former head of the state-controlled companies Transneft (1999-2007) and Olympstroy (2007-2008).

Biography

He graduated from the Kiev Civil Engineering Institute with a degree in civil engineering, and later - graduate school at the Tyumen Oil and Gas University . Since 1982, he held the posts of deputy chief of OGPU Povkhneft, deputy general director of PO Kogalymneftegaz Glavtyumenneftegaz of the USSR Ministry of Oil and Gas.

Since 1988 - Deputy General Director, and since 1993 - General Director of AOOT Lukoil-Kogalymneftegaz. From 1995 to 1999 - Vice President of Lukoil and General Director of Lukoil-Western Siberia LLC.

From 1999 to September 11, 2007 - President of Transneft, JSC , member of the Board of Directors, Chairman of the Board. He supervised the initial stage of laying the Eastern oil pipeline . In November 2010, a public figure Alexei Navalny accused Transneft’s former leadership of embezzlement during the implementation of this project and demanded criminal prosecution of ex-top managers [1] . Deputy Chairman of the Accounts Chamber Valery Goreglyad confirmed the information that there were “serious violations”, as a result of which the total amount of damage amounted to about 3.5 billion rubles [2] (while the Chairman of the Chamber Sergey Stepashin denied the words of Navalny about the stolen 4 billion US dollars, stating that “after the elimination of violations, the project was well implemented” [3] ).

Since the creation of Olimpstroy, Vainshtok has been appointed to lead the preparations for the Sochi Olympics . From September 11, 2007 to April 17, 2008 - President of the State Corporation for the Construction of Olympic Facilities and the Development of the City of Sochi as a Mountain Climatic Resort .

After leaving Olimpstroy in 2008, Weinstock left for permanent residence in London . In the spring of 2010 he moved to Israel . In the same year it was reported that he had Israeli citizenship.
