Association Information
The National Association of Electronic Commerce Participants (NAUET) is a non-profit non-governmental organization uniting organizations of various forms of ownership, united by a common area of activity related to the use of modern infocommunication technologies and the global Internet in entrepreneurial activity.
This area of activity, called e-commerce , involves the use of electronic trading platforms in the implementation of trade and procurement activities, online retail, electronic public procurement, using the Internet as a sales channel for the provision of paid services in various fields of activity.
The association was founded on September 18, 2003 [1] and, judging by press reports, functioned at least until 2012 [2] . However, according to data from the Internet archive, the association’s website ceased to respond in approximately June-July 2011.
According to the association’s website, the initiators of the creation of NAUET were the Institute for System Analysis of the Russian Academy of Sciences , as well as organizations operating electronic trading systems representing more than 20 regions of the Russian Federation. NAUET also claimed that the CCI of the Russian Federation supported its activities; on the website of the RF CCI organization, along with the Russian Academy of Sciences , ISI RAS and MIRBIS, it was designated as a partner organization of NAUET.
Along with a number of market participants, as well as the Association of Microfinance Organizations NAUMIR , NAUET became a member of the Electronic Money industry association [3] .
Association Objectives
NAUET sees its mission in:
- the formation in Russia of a social, economic, technological and political environment conducive to the development and improvement of electronic commerce and trade;
- creating a favorable image of Russia and members of the Association as leaders in the field of electronic commerce;
- the impact on the development by the representative and executive authorities of the Russian Federation of a policy regarding e-commerce and trade that is in the interests of the members of the Association, and the promotion of its effective implementation;
- creating conditions for integration into the single information space of existing and newly created information systems of electronic commerce and trade and ensuring their openness and accessibility for all participants of the electronic market;
- assistance in the development and implementation of rules aimed at preventing violations of the law, fraud and dishonest actions on the part of participants in electronic commerce and trade.
Association members
The association includes various government agencies and private enterprises (mainly online stores).
As of June 2011, their list is about 30 state administrative and scientific structures, such as the Administration of the Ulyanovsk Region , ANO “Business Center of the Ural Federal District”, the Main Department for Economic Development and Planning of the Administration of the Krasnoyarsk Territory, the State Public Institution “Property Fund of the Tambov Region”, Institute State and Law of the Russian Academy of Sciences , Institute for System Analysis of the Russian Academy of Sciences , Ministry of Economic Development and Trade of the Kabardino-Balkarian Republic, Ministry of Economic Development and Trade of Karachay-Cher Kess Republic Ministry of Economic Development, Trade and Entrepreneurship of the Republic of Altai, Department of Economics of the Government of the Jewish Autonomous Region, etc., etc.
The private sector was represented by the Russian Academy of Natural Sciences , the Ozon.ru online store, the Chronopay processing company, the private educational institution MIRBIS , the North Caucasian Universal Exchange Non-Profit Partnership (SKUB), the Norbit subsidiary Norbit and several other not-so-well-known organizations.
A number of representatives of organizations that are not on the official list of the association participate in NAUET standing committees.

Association Events and Projects
National Procurement Transparency Rating
Annually. Since 2006, NAUET has been forming the National Procurement Transparency Rating (NRPZ) with the support of the FAS Russia , the Ministry of Economic Development of Russia , the Accounts Chamber of the Russian Federation , and relevant committees of the State Duma of the Russian Federation [5] . One of the main products of the analytical work carried out within the framework of the Project is the Transparency Rating of State and Corporate Purchases. Participants in the Transparency Rating are the most significant federal and regional purchasers, as well as leaders of the Russian corporate sector. For the purposes of compiling a Transparency Rating, a detailed analysis of current procurement practices by major state and corporate structures is carried out. The main factor influencing the evaluation of the procurement activities of participants in the preparation of the Rating is compliance with the standards of transparency and economic efficiency of procurement activities.
The objectives of the NRPZ Project include:
- continuous monitoring of the state and trends of the national procurement market;
- analysis of proposals and ongoing reform programs of the public administration in the field of procurement;
- analysis of the international practice of combating corruption, increasing transparency and stimulating the economic efficiency of procurement of state and corporate structures;
- openly informing the public and the media about the extent and extent of corruption penetration in the national procurement market;
- advising government agencies and representatives of the Russian corporate sector on the implementation and development of modern procurement methods.
The rating is announced and the winners of the procurement transparency rating are awarded at the Chamber of Commerce and Industry of the Russian Federation .
Ecommerce Annual Status Report
NAUET is preparing an annual report on the status of electronic commerce in Russia. The report is distributed free of charge to interested organizations and the press and serves as a massively cited source of information about the industry. In spite of the fact that criticism is also distributed in the report [6] , it seems that this criticism should be considered evidence of the influence of this information on the market.
