He came from the Venetian nobles, was born in 1768. In 1786 he was identified as a cadet in the Corps of Foreign Co-religionists, in 1790 he was promoted to midshipman , in 1791 to the midshipman of the Black Sea Fleet and participated, on the ship "St. Paul ”, in a battle with the Turkish fleet at Kaliakria.
Having received the rank of lieutenant in 1795, Psomas sailed annually on various vessels in the Black Sea . In the campaign of 1798, in the squadron of Admiral Ushakov , he took part in the capture of the islands of Tserigo, Zante, Cephalonia and St. Moor, and in 1799 sailed on the shebek "St. Macarius ”, in the same squadron of Admiral Ushakov in the Archipelago , near the Ionian Islands and in the Mediterranean Sea .
In 1801, 1802, 1803, Psomas sailed the Black Sea, in 1804 he went with landing troops to Corfu on the ship "Mary Magdalene", in 1807, on the ship "Ratny", was a flag captain under Admiral Pustoshkin cruising from Sevastopol to Trebizond , and participated in the blockade of Turkish fortresses on the Black Sea coast. Produced in 1809 for distinction as lieutenant commander , Psomas was awarded the Order of St. November 26, 1810 . George 4th degree (No. 2247 according to the cavalier list of Grigorovich - Stepanov).
From 1811 to 1816, Psomas was the acting assistant captain over the Sevastopol port, in 1816 he received the rank of captain of the 2nd rank and was appointed captain over the port in Sevastopol, in 1823 he was promoted to captain of the 1st rank, and in 1825 due to illness, he left the command of the port and in 1826 he was appointed presus in the prize commissions and for the testimony of persons and materials delivered to Sevastopol from other ports.
Then, in 1828, Psomas was appointed head of the naval school in Sevastopol, in 1829, after the death of Vice Admiral Messer , he was appointed acting director of the Sevastopol port, leaving the director of the school and the president of the commissions. Awarded in 1832 with the rank of Major General , Psomas in 1833 was appointed chairman of the Committee for the establishment of dry docks in Sevastopol, in 1836 he was dismissed from the post of director of the port.
He died in Sevastopol on June 20, 1840.
