In accordance with the law of St. Petersburg dated July 25, 2005 No. 411-68 “On the territorial structure of St. Petersburg”, St. Petersburg is divided into territorial units, which include administrative-territorial units and municipalities [1] .
Administrative-territorial unit
The administrative-territorial structure of the city of St. Petersburg is the territorial division of the city of federal significance of St. Petersburg into administrative-territorial units in order to exercise the powers of the executive bodies of state power of St. Petersburg [1] .

Brief historical background
- The Admiralteisky District was formed on March 11, 1994 as a result of the unification of the Leninsky and Oktyabrsky Districts. At the same time, to date, Leninsky and Oktyabrsky district courts operate in the district [3] .
- Vasileostrovsky district was formed in March-May 1917 [4] from the Vasilyevsky police unit [5] .
- Vyborg district was formed in March-May 1917 [4] from the Vyborg police station.
- Kalininsky district was formed in 1936 from the Vyborg district. Originally it was called Krasnogvardeisky. The modern name is from August 1946 . [four]
- The Kirov district was formed in March-May 1917 [4] from the Narva police station. The modern name is from December 1934 .
- Kolpinsky district was formed in 1936 as a result of the disbandment of the Prigorodny district of the Leningrad region .
- The Krasnogvardeysky District was formed in 1973 from a part of the Kalininsky District. [four]
- Krasnoselsky district was formed on April 13, 1973 .
- Kronstadt was founded by Peter I on October 7 (18), 1723 .
- The resort area was formed in the sanatorium area in 1946 . Received modern borders in 1994 .
- Moscow district was founded in 1919 . [four]
- Nevsky district was formed in March-May 1917 . [four]
- The Petrogradsky district as the historical Petersburg (Petrogradskaya) side was founded with the foundation of the city in 1703 , as the district was first formed in March-May 1917 . [4] .
- Petrodvorets district was formed on June 5, 1938 as a result of the reorganization of the city council in the city of Peterhof . In 2005, it included the territory of the previously existing Lomonosov district
- Primorsky District was formed in 1936 . [4] In modern borders since 1980. From 1949 to 1989, it was called Zhdanovsky District.
- Pushkin district was formed on June 5, 1938 as a result of the reorganization of the city council in the city of Pushkin . In 2005, it included the territory of the previously existing Pavlovsky District.
- The Frunzensky district was formed on April 9, 1936, from parts of the abolished Central and Smolninsky districts. [four]
- The central region was formed on March 11, 1994 from parts of the abolished Dzerzhinsky, Kuibyshev and Smolninsky districts. At the same time, the Dzerzhinsky, Kuibyshevsky and Smolninsky district courts carry out their activities on the territory of the district.

History of administrative and territorial division
XVIII - early XX centuries.
- On May 25, 1718, by decree of Peter I, St. Petersburg was divided into 5 parts: St. Petersburg Island , Admiralty Island , Vasilyevsky Island , Moscow Side , Vyborg Side .
- 1737 - The foundry part was selected, which included the Vyborg side .
- 1756 - Vyborg side transferred to the St. Petersburg part .
- 1767 - The Admiralteysky part is divided into three parts, three suburbs are formed: Aleksandro-Nevsky , Moscow and Lifland .
- 1782 - the territory of the city is divided into 11 parts: 1st , 2nd , 3rd and 4th Admiralty parts, St. Petersburg part , Vasilyevsky island , Moscow side , Narva side , Carriage part , Christmas part and Vyborg side . “Country places” are defined: Aptekarsky Island , Kamenny Island , Elagin Island , Krestovsky Island , Petrovsky Island , Golodai Island, Rezvy Island , Kanonersky Island , Ekaterinhofsky Island , Lotsmansky Island , Okhtinskaya Sloboda , Staraya Derevnya .
- 1833 - expansion of the territory of the city (Petersburg, Vyborg and Okhten parts).
- 1840 - Okhta part is allocated, “country places” are included in parts of the city.
- 1858 - Okhta part is included in the Vyborg side.
- 1865 - the 1st Admiralteyskaya part was renamed the Admiralty , the 2nd Admiralteyskaya - to Kazan , the 3rd Admiralty - to Spasskaya , the 4th Admiralty - to Kolomenskaya , the Carriage part - to Aleksandro-Nevskaya .
- The beginning of the 20th century - 7 suburban areas subordinated to the city administration, but differing in the organization of municipal government: Novoderevensky , Lesnoy , Okhtensky (in the second half of the 20th century, the writing changed to Okhta ), Polyustrovsky , Petergofsky , Shlisselburgsky , Aleksandrovsky .
XX - XXI centuries.
- On March 24, 1917, by decision of the City Duma, instead of urban and suburban areas, 15 districts were formed: Admiralteisky , Vasileostrovsky , Vyborgsky , 1 Gorodskaya, 2 Gorodskaya, Narva, Nevsky , Novoderevensky, Obukhovsky , Okhtensky, Petergofsky , Petrogradsky , Porokhovsky, Rozhdestvensky and Spassky.
- 1918 - Nevsky and Obukhov districts merged into Nevsko-Obukhovsky district.
- 1919 - The Okhta and Rozhdestvensky districts are united in the Smolninsky district, the Narva and Peterhof districts in the Narva-Peterhof district. Part of the Narva district was allocated to an independent Moscow district. Admiralteysky and Spassky districts are attached to 2 Urban Districts, Novoderevensky - to Petrogradsky . Thus, 10 districts remained in Petrograd: the 1st City , the 2nd City , Vasileostrovsky , Vyborgsky , Moscow , Narva-Petergofsky , Nevsky-Obukhovsky (Volodarsky) , Petrogradsky , Porokhovsky , Smolninsky . The territory of the city was expanded to the south at the expense of the suburban area of the Petrograd district of the Petrograd province.
- 1922 - Vyborg and Porokhovsky districts merged into one Vyborg district , 1st and 2nd City districts - into Central City , Narva-Petergofsky and Moscow districts - into Moscow-Narva , Smolninsky and Nevsky districts - into Volodarsky . Vasileostrovsky and Petrogradsky districts remained unchanged.
- 1930 - downsizing of areas. The Smolninsky District was again allocated to an independent district from the Volodarsky District, the Moscow-Narva District was divided into Moscow and Narva , and the Central City District was renamed the Oktyabrsky District .
- December 3, 1931 - Leningrad (with Kronstadt ) was separated from the Leningrad Region into an independent administrative and economic center (city of republican subordination), Leningrad was subordinated to the Leningrad Prigorodny District of the Leningrad Region.
- December 27, 1933 - Smolninsky district was divided into 2 districts: Smolninsky and Central .
- December 15, 1934 - The Narva District was renamed Kirovsky .
- April 9, 1936 - The Sverdlovsk District was separated from the Vasileostrovsky District, the Krasnogvardeisky District from the Vyborgsky District, the Primorsky District from the Petrogradsky District , and the Leninsky District from the Kirovsky District . Three new districts were formed from the central and part of the Smolninsky district - Dzerzhinsky , Kuibyshevsky and Frunzensky .
- August 19, 1936 - as a result of the liquidation of the Leningrad Prigorodny district of the city, Kolpino , Detskoe Selo and Peterhof (with Strelna ) were subordinated to the Leningrad Council (but did not enter the territory of the city). Most of the area transferred to the Leningrad region. Thus, in 1936, 15 districts — Vasileostrovsky, Volodarsky, Vyborgsky, Kirovsky, Krasnogvardeysky, Kuybyshevsky, Leninsky, Moscow, Oktyabrsky, Petrogradsky, Primorsky, Sverdlovsky, Smolninsky and Frunze. The cities of Detskoye Selo , Kolpino , Kronstadt and Peterhof were subordinate to the Leningrad Soviet, but were not part of Leningrad.
- February 9, 1937 - Detskoselsky District renamed Pushkinsky . The district council in Kronstadt was formed.
- 1944 - Peterhof District renamed Petrodvortsovy .
- June 30, 1946 - Krasnogvardeysky District was renamed to Kalininsky .
- 1946 - In August, the Kurortny District was formed due to the downsizing of the Rayvolovsky District of the Leningrad Region. In October, the Sestroretsky District was formed on a part of the territory of the Kurortny District .
- 1948 - Primorsky District was renamed to Zhdanovsky .
- 1949 - Volodarsky District was renamed to Nevsky .
- 1950 - The Kronstadt District Council was abolished, administrative functions in the city were transferred to the Civil Administration Administration under the commandant of the Kronstadt fortress. A number of settlements in the Krasnoselsky, Pavlovsky and Pargolovsky districts were transferred to the subordination of the district councils of Leningrad.
- 1952 - Vyborg District renamed Stalin . The working settlements of Ust-Izhora and the Ponton Pavlovsky District of the Leningrad Region were transferred to the subordination of the Kolpinsky District Council of Leningrad.
- 1953 - a part of the territory of the abolished Pavlovsky District of the Leningrad Region was transferred to the subordination of the district council of Leningrad, and the city of Pavlovsk - to the subordination of the Leningrad Council.
- 1954 - workers' villages of the abolished Pargolovsky district under the subordination of the Stalin and Sestroretsk district councils of Leningrad. Nine rural settlements of the Vsevolozhsk, Gatchina and Tosnensky districts of the Leningrad Region were transferred to the subordination of the Pushkin and Stalin district councils and the Pavlovsk city council.
- 1955 - settlements of the Merry Village, Sosnovka, Utkina Zavod, the Powder and the village of the Stalin plant in the Vsevolozhsk district of the Leningrad region are included in the Nevsky and Kalininsky districts of Leningrad.
- 1956 - The Pulkovo Village Council was abolished, its settlements were transferred to the subordination of the Moscow District Council.
- 1957 - Stalin district renamed Vyborg .
- 1958 - The village of Pulkovo and the territory of the Srednerogatsky soviet, which are administratively subordinated to the Moscow District Council of Leningrad, are included in the city limits. The district council has been restored in Kronstadt.
- 1959 - The resort is abolished, its territory is included in the Sestroretsk district , Zelenogorsk city council is formed. Pavlovsky City Council is subordinated to Pushkin District Council.
- 1960 - settlements of Neva, Rusanovka, Yablonovka, Malinovka, Zhernovka, dachas Bezobrazov and Dolgorukov and the village of Zhernovsky plot of the Vyborgsky state farm of the Vsevolozhsky district of the Leningrad region are included in the line of Leningrad.
- 1961 - Sverdlovsk district is liquidated, its territory is included in Vasileostrovsky district.
- 1963 - the territory of the city is significantly expanded due to both the suburban area and the districts of the Leningrad Region. The area of Leningrad included in the border is about 155 km².
- 1973 - The following districts were formed: Krasnogvardeisky (from parts of Kalininsky and Nevsky districts), Krasnoselsky (from the city of Krasnoye Selo , the workers' settlements of Gorelovo and Mozhaysky, and the village of Toriki , transferred from the Leningrad Region , and parts of the Kirovsky District ).
- 1977 - the borders of the Zhdanovsky , Petrogradsky and Vyborgsky districts are partially changed.
- 1978 - the city of Lomonosov of the Leningrad region is classified as a city of regional subordination, with the transfer of it and a part of the territory of the Lomonosov district from the Leningrad region to the suburban zone of Leningrad. The Lomonosov City Council was transferred to the administrative subordination of Petrodvorets District Council. The village of Khvoyny of the Gatchina District of the Leningrad Region was transferred to the administrative subordination of the Krasnoselsky District Council of Leningrad.
- 1988 - the borders of Dzerzhinsky , Kuibyshevsky , Vyborgsky , Kalininsky , Moscow , Krasnoselsky and Kirovsky districts are partially changed.
- 1989 - Zhdanovsky district was renamed Primorsky , the cities of Zelenogorsk, Lomonosov and Pavlovsk transferred directly to the Leningrad City Council.
- 1990 - 16 urban areas: Vasileostrovsky , Vyborgsky , Dzerzhinsky , Kalininsky , Kirovsky , Krasnogvardeysky , Krasnoselsky , Kuibyshevsky , Leninsky , Moscowsky , Nevsky , Oktyabrsky , Petrogradsky , Primorsky , Smolninsky , Frunze ; suburban districts and cities in urban subordination: Kolpino , Kronstadt , Petrodvorets , Pushkin , Sestroretsk , Zelenogorsk , Lomonosov and Pavlovsk .
- 1994 - the number of districts was reduced from 24 to 20: Dzerzhinsky , Kuibyshevsky and Smolninsky districts merged into the Central , and Leninsky and Oktyabrsky - into the Admiralty district . Sestroretsky district and Zelenogorsky district merged into the resort .
- 1995 — Ломоносов выделен из Петродворцового района , а Павловск — из Пушкинского района как отдельные муниципальные образования в составе районов.
- 1996 — принят закон Санкт-Петербурга «Об административно-территориальном устройстве Санкт-Петербурга» № 186-59, установивший административную границу Санкт-Петербурга как субъекта Российской Федерации.
- 2005 — принят закон Санкт-Петербурга № 411-68 «О территориальном устройстве Санкт-Петербурга», определяющий современное территориальное и муниципальное устройство.
