Leonid Fedorovich Bobykin (born January 29, 1930 , the village of Pervomaiskoe, Yaransky District, Kirov Region ) is a Soviet political figure, 1st Secretary of the Sverdlovsk Regional Committee of the CPSU (1988–90), candidate member of the Central Committee of the CPSU (1986–90).

Education
In 1953 he graduated from the Faculty of Mechanics of the Ural Polytechnic Institute. S. M. Kirov , specialty "mechanical equipment of metallurgical plants".
Biography
After graduation, he worked as a design engineer at Uralmashzavod , in November 1954 he was elected 2nd Secretary of the Ordzhonikidze District Komsomol of Sverdlovsk, but a year later he left the Komsomol job and returned back to the factory, worked as a shift foreman, workshop foreman, group leader of the chief designer rolling equipment of Uralmashzavod. In 1956 he joined the Communist Party.
In 1961 he switched to party work, becoming first the second, and from February 1963 - the first secretary of the Ordzhonikidze district committee of the CPSU of Sverdlovsk . In March 1969 he was transferred to the Sverdlovsk city committee of the CPSU as the second secretary, and in October 1971 he became the head of the city committee.
In November 1976, when forming the new leadership of the regional committee (headed by B. N. Yeltsin ), Bobykin was elected secretary for mechanical engineering and the defense industry, but in February 1977 he was promoted to second secretary of the regional committee. In May 1983 he was transferred to the central office, first he was the deputy head, and since January 1986, he was the head of the Department of Light Industry and Consumer Goods of the CPSU Central Committee . At the XXVII Congress of the CPSU (February 1986) he was elected a candidate member of the CPSU Central Committee.
June 16, 1988 was elected first secretary of the Sverdlovsk regional committee of the CPSU. At the XIX party conference, he sent a note to the presidium condemning the delegate who spoke in support of B. N. Yeltsin [1] . He was at the head of the region for a little over a year and a half, on February 12, 1990, two weeks after the 60th anniversary, he was retired. Personal pensioner of national importance.
