Biography
Born March 19, 1954 in Gatchina, Leningrad Region. Russian. He graduated from high school number 9 with in-depth study of individual subjects.
In the Armed Forces of the USSR since 1971. In 1975 he graduated from the Ryazan Higher Airborne Command School .
He served in the Airborne Forces, commanded an airborne platoon, company, battalion and regiment. For two years he fought in Afghanistan as part of a limited contingent of Soviet troops as a company commander. In 1987 he graduated from the Military Academy named after M.V. Frunze .
Since December 1994 - in the battles of the first Chechen war . At the head of the combined battalion of the 237th Guards Parachute Regiment participated in the assault on Grozny. On January 2, 1995, a battalion under the command of the Guard Colonel Sivko carried out an operation to seize and hold the building of the railway station depot. The paratroopers fought a heavy continuous battle for four days, fighting off the constant attacks of the Dudaevites and forced them to retreat. At one of the critical moments of the battles at the head of the reinforced reconnaissance group, he penetrated the flank of the attacking militants and sent them to flight with dagger fire, inflicting significant losses.
By the Decree of the President of the Russian Federation No. 535 dated May 29, 1995 for courage and heroism shown while fulfilling the military duty of the guard, Colonel Sivko Vyacheslav Vladimirovich was awarded the title of Hero of the Russian Federation with the award of the Golden Star medal.
He continued his service in the ranks of the Russian Army. Since 1996 - at the headquarters of the Airborne Forces. Since 1997 - in stock.
Actively works in public patriotic and veteran organizations. Currently - President of the regional public Heroes of the Soviet Union and Russian Federation Support Fund named after E. N. Kocheshkov, Vice-President of the Russian Heroes Association, First Deputy Chairman of the Board of the Club of Heroes of the Soviet Union, Heroes of the Russian Federation and Full Knights of the Order of Glory of Moscow and Moscow Region . He is a member of the Public Council under the Ministry of Defense of the Russian Federation .
On March 29, 2012 he was registered as a deputy of the Moscow City Duma of the fifth convocation.
In 2012, he was elected a member of the Public Chamber of the Central Federal District [1] .
