Bayardo Arce Castaño ( Spanish: Bayardo Arce Castaño , March 21, 1949, Managua ) is a Nicaraguan journalist, politician and businessman, an active participant in the Sandinista Revolution , a member of the top leadership of the SFNO . He was the leading ideologist of the Sandinista rule of the 1980s, and held pro-communist positions. After the removal of the SFSS from power in 1990, it played an important role in privatization, it is considered the creator of a number of business groups, closed to the party leadership. After the return of the SFSS to power in 2007, he was the economic adviser to President Ortega . It is attributed to the key figures of the ruling regime.

Journalist and Underground
Born in the family of a journalist opposed to the Somosa regime. In 1957 , Bayardo Arce's father was killed by the Somosists for revelatory publications. In 1970, Bayardo Arce graduated from the Journalism Department of the National Autonomous University. Until 1974 he taught journalism in Managua, worked for the opposition newspaper La Prensa , edited by Pedro Joaquin Chamorro , who was killed by somosists in 1978 .
In 1968, Bayardo Arce joined the SFNO . He organized underground structures in Leon . Together with Omar Cabezas , Manuel Morales , Monica Baltodano and Manuel Mayrena, he was part of the regional leadership of the north. Adhered to Marxist orthodox- communist positions in the spirit of Thomas Borche and Lenin Serna .
The ideologist of Sandinism
After the Sandinista came to power in July 1979, Bayardo Arce was the coordinator of the Political Commission of the Siberian Federal District, Daniel Ortega in the Executive Committee of the Siberian Federal District and the National Defense Council. He formulated the Sandinista ideology in the spirit of Marxist-communist attitudes. He also oversaw international relations, was one of the inspirers of the FNOFM in the Salvadoran Civil War . In economic policy, Arce advocated nationalization.
The revolution must be decisive. Decisiveness, the ability to impose one’s will without going into bourgeois legal formalities, is the essence of the dictatorship of the proletariat. The bourgeoisie no longer controls production and investment.

Business System Creator
In the 1990 elections , the SFNO was removed from power and joined the opposition. Bayardo Arce retained influence in the party leadership, edited the Sandinist editions of Barricada and Amanecer , led Radio Sandino . In 1996 and 2001 he was elected as a deputy of the National Assembly .
The 1990s were periods of intense economic activity by Bayardo Arce in the field of private business.
Sandinism economist Bayardo Arce, organizer of the nationalization of the 1980s, became the " Chubais of Central America" in the next decade. And again, with brilliant results. Thanks to privatization, the Sandinista elite was fabulously enriched once more [1] .
Under the leadership of Bayardo Arce and his wife Amelia Ibarra, a group of companies was created that was closed to the party structures of the SFNO. More than 40 of these structures operate in real estate, financial and export-import operations [2] . The largest of them are AgriCorp (import and trade in food), Promérica , Interbank (finance, investment, securities transactions), Invercosa (real estate in Managua). Arce has become a major shareholder in banking institutions, has established business ties with prominent figures in the Nicaraguan financial elite (some of whom are relatives of Amelia Ibarra). According to experts, the financial and economic power of these companies is based on monopoly prices and other preferences received from the state.
The motives of democracy and free enterprise sounded in his ideological attitudes, which, along with the religious-mystical, became the elements of the new rhetoric of the SFNO [3] .
Economic Advisor
In the 2006 election , Daniel Ortega was again elected President of Nicaragua . In 2007, Bayardo Arce was appointed economic adviser to the head of state. He became the personification of the new Sandinista economic course, based on the consolidation of the Nicaraguan oligarchy under government control. Arce managed to establish business cooperation between the leadership of the Federal Social Insurance Fund and the Supreme Council of Private Enterprise ( COSEP ). Private financial tycoons were an influential force in 2009 that enabled Ortega to run for a second term despite a constitutional ban.
Arce demonstrated dialogue and instilled confidence in the rich. This has become a key part of President Ortega’s policies [4] .
Bayardo Arce is actively promoting a number of energy and infrastructure projects, primarily Tumarin Hydroelectric Power Station and the construction of the Nicaraguan Canal . His economic doctrine involves close interaction with Venezuela , Brazil , China , the Russian Federation , the USA , and a diversified approach to attracting foreign investment. He leads the Nicaraguan-Chinese “Friendship Chamber,” and imports and sells China Motor products.
In the political leadership of the SFSS, Bayardo Arce speaks in an alliance with the curator of the party security service, election campaigns and the judicial system, Lenin Serna [5] . Prefers to stay in the background, verbally distances himself from politics [6] . He acts as a moderator in conflicts between members of the Sandinista elite, especially Lenin Serna and Rosario Murillo [7] .
