Wandering foreigners

Wandering foreigners (catchers) - constituted a special class of Siberian foreigners, and, since the publication of the Regulation on the Management of Foreigners of 1822 , differed from the legislation of the Russian Empire from sedentary, nomadic, and other Siberian foreigners . These included “those foreigners who, without any sedentary nature , move from one place to another through forests and rivers or tracts , for hunting and fishing , by separate genera or families” [1] . They enjoyed the rights granted to foreigners nomadic , and in addition the following privileges:

  • a) the lands allotted to him for use were not divided by tribes and plots; for convenience, they were assigned whole stripes of land, demarcated from lands belonging to settled and nomadic foreigners.
  • b) they were exempted from participation in zemstvo monetary duties and expenses for the maintenance of the steppe administration.
  • c) they were given the right, within the boundaries of the allotted strip, to freely transfer for crafts from one district to another, from one province to another without any hesitation [2] [3] .

Among the stray foreigners were: Obdor Samoyeds, Turukhansk foreigners, Karagas (now Tofalars ), lower foreigners of the Yakutsk region ( Koryaks , Yukagirs , Lamuts , etc.), Okhotsk, Gizhiginsky, and Kamchatka foreigners. Samoyeds (now Samoyeds ), who lived in the Mezen district of the Arkhangelsk province , were equated with nomadic foreigners in their rights, but at the same time, they were granted some privileges that significantly brought them closer to stray foreigners [3] .
