Chairman of the Federation Council

The chairman is elected by members of the Federation Council from among them. That is, the position is occupied by one of the members of the Federation Council. The election is held by secret ballot using ballots. The Federation Council may decide to hold secret ballots using the electronic system.

The Chairman of the Federation Council is elected for the term of his office as a member of the Federation Council.

Candidates for the post of Chairman of the Federation Council are proposed by members of the Federation Council. Each member of the Federation Council has the right to propose only one candidate. For all candidates who agreed to run, a discussion is held during which they speak at a meeting and answer questions from members of the Federation Council. After discussion, the chamber approves the list of candidates for voting.

A candidate shall be considered elected if, as a result of voting, he received more than half of the votes of the total number of members of the Federation Council. In the event that more than two candidates were nominated for the post of Chairman of the Federation Council and none of them received the required number of votes for election, a second round of voting shall be held for the two candidates who received the largest number of votes.

Chairman of the Federation Council:

• convenes meetings of the Federation Council, including extraordinary ones;
• forms the draft agenda for the meeting of the Council of the Federation, submits it to the Council of the House for consideration, submits to the Federation Council the draft agenda of the meeting of the Council of the Federation considered by the Chamber;
• leads meetings of the chamber;
• Signs the decisions of the Federation Council;
• leads to the oath of persons appointed as judges of the Constitutional Court of the Russian Federation and the Prosecutor General of the Russian Federation;
• is in charge of the internal routine of the chamber in accordance with the powers granted to it by these Regulations;
• distributes responsibilities between the First Deputy Chairman of the Council of the Federation and the Deputy Chairmen of the Council of the Federation
• organizes the work of the Chamber Council and conducts its meetings;
• coordinates the work of committees and commissions of the Federation Council;
• sends for preliminary consideration to the committees, commissions of the chamber, in accordance with their jurisdiction, the draft laws of the Russian Federation on amendments to the Constitution of the Russian Federation approved by the State Duma, federal constitutional laws, federal laws adopted by the State Duma, as well as draft laws, amendments to draft laws developed by the committee, by a commission of the Council of the Federation, a member of the Council of the Federation, which are supposed to be submitted to the State Duma in the exercise of the law flax initiative of the Federation Council;
• sends to the Public Chamber of the Russian Federation, upon request, the documents and materials necessary for conducting a public examination of draft laws of the Russian Federation on amendments to the Constitution of the Russian Federation, draft federal constitutional laws and federal laws (with the exception of materials containing information constituting a state or other secret protected by law )
• publishes for general information notifications of adopted laws of the Russian Federation on amendments to the Constitution of the Russian Federation;
• sends for consideration to the legislative (representative) bodies of state power of the constituent entities of the Russian Federation the adopted laws of the Russian Federation on amendments to the Constitution of the Russian Federation;
• sends to the President of the Russian Federation for signing and official publication the laws of the Russian Federation approved by the Federation Council on amendments to the Constitution of the Russian Federation, federal constitutional laws and federal laws;
• sends to the State Duma rejected by the Federation Council draft laws of the Russian Federation on amendments to the Constitution of the Russian Federation, federal constitutional laws and federal laws;
• sends to the committees, commissions of the Council of the Federation in accordance with the issues of their jurisdiction, as well as to the Legal Department of the Staff of the Council of the Federation for preparing proposals legislative acts adopted by the Parliament of the Union State, the Inter-Parliamentary Assembly of the Eurasian Economic Community, model legislative acts adopted by the Inter-Parliamentary Assembly of the Member States of the Commonwealth Independent States, as well as draft specified acts;
• represents the chamber in relations with federal bodies of state power, bodies of state power of the constituent entities of the Russian Federation, local self-government bodies, public associations, as well as with parliaments of foreign states, international organizations, state and public figures of foreign states;
• participates in conciliation procedures used by the President of the Russian Federation in accordance with Part 1 of Article 85 of the Constitution of the Russian Federation to resolve disagreements between federal bodies of state power and bodies of state power of subjects of the Russian Federation, as well as between bodies of state power of subjects of the Russian Federation;
• coordinates the organization of parliamentary hearings, round tables and other events held in the Federation Council;
• approves the schedule of admission of citizens by members of committees, commissions of the Council of the Federation, and also sends to other officials of the Federation Council for consideration individual and collective appeals of citizens received by the Federation Council
• decides other issues of the organization of the activities of the Council of the Federation in accordance with these Regulations and other regulatory legal acts;
• carries out general management of the Staff of the Council of the Federation and controls its activities;
• approves, as agreed with the Chamber Council, the structure of the Staff of the Council of the Federation;
• approves the staffing of the Staff of the Council of the Federation;
• with the consent of the Council of the Chamber, appoints and dismisses the Head of the Staff of the Council of the Federation, and, on the proposal of the Head of the Staff of the Council of the Federation, appoints and dismisses first deputies (first deputy), deputies of the Head of the Staff of the Council of the Federation of the Federal Assembly of the Russian Federation and other employees Staff of the Council of the Federation in accordance with the Regulation on the Staff of the Council of the Federation of the Federal Assembly of the Russian Federation;
• signs the certificate of honor of the Council of the Federation of the Federal Assembly of the Russian Federation “For Merits in the Development of Parliamentarism”;
• Signs and presents the Certificate of Honor of the Council of the Federation of the Federal Assembly of the Russian Federation;
• by decision of the Chamber Council, signs and submits to the President of the Russian Federation representations on awarding state awards to members of the Federation Council and employees of the Staff of the Council of the Federation;
• signs and sends invitations to the members of the Government of the Russian Federation and other persons in the manner prescribed by Article 77 of these Regulations;
• leads the planning work of the chamber;
• signs a power of attorney to the representative of the Federation Council when considering the case by the Constitutional Court of the Russian Federation;
• appoints from among the members of the Federation Council the authorized representatives of the Federation Council in the State Duma, the Government of the Russian Federation, the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, the Accounts Chamber of the Russian Federation, the General Prosecutor's Office of the Russian Federation, the Central Election Commission of the Russian Federation, the Ministry of Justice of the Russian Federation, and the Public the chamber of the Russian Federation, as well as the plenipotentiary representative of the Federation Council for interaction with Upoln chennym on Human Rights in the Russian Federation;
• approves the instruction on clerical work in the Federation Council and the instruction on working with citizens' appeals in the Federation Council;
• gives instructions to the committees and commissions of the Federation Council;
• gives instructions to other officials of the Federation Council. ^[one]

The Chairman of the Federation Council may be removed from office on the basis of a decision of the Federation Council adopted by a majority of the total number of members of the Federation Council. The issue of dismissal is considered by the Federation Council upon receipt of a personal statement by the chairman or at the proposal of a group of members of the Federation Council of at least one fifth of the total number of members of the Federation Council.

The life title was established by the Federation Council in 2002. By the rules of the Federation Council, the Honorary Chairman is assigned a special place in the conference room of the Federation Council and an office in the building of the chamber. The Honorary Chairperson is presented with a special certificate and badge. ^[6]
