+ Due to the fact that next year the same form of the championship should have been preserved (since it was planned that the teams of the states of the former Yugoslavia would be participating in the draw, which were not allowed to participate in these countries) and three the weakest teams in this draw were to take part in the qualifying games for the right to play in group C. As a result, this decision was canceled. Group C returned to its previous format (C1), while the rest of the teams participated in the C2 tournament. Also, the teams of Belarus and Slovakia were directly admitted to group C, given their real strength.
