He was born on October 16, 1820 in the village of Ivanovo, Shuysky uyezd in the family of factory owners Garelin .
In 1844, he inherited a cotton factory, with which he began his factory activities.
In 1878 he moved away from factory affairs and leased the factory.
From 1877 to 1886 he was the mayor of Ivanovo-Voznesensk [2] .
Under his leadership, a large-scale improvement of the city and landscaping of the streets began [3] . In particular, lanterns appeared in the city center, a park was laid out, which had previously been named after Garelin, and now called Stepanova Park , and a public garden was laid down along the banks of the Kokuy brook (now Kokuy Boulevard ). Also open were: a public library (now the Ivanovo Central City Library named after Y. Garelin), a real school (currently an art museum is located in it) and a female school. Actively contributed to the railway in the Ivanovo Territory.
He wrote a number of articles on local history on the history of Ivanovo-Voznesensk, as well as the book “The City of Ivanovo-Voznesensk or the former village of Ivanovo and Voznesensk Posad”, published in 1885 .
He died on October 31, 1890 , leaving almost all his fortune to charity.
On January 10, 2011, one of the streets of the city of Ivanovo, bore the name “Boevikov Street”, was renamed Yakov Garelin Street . [four]
On May 30, 2011, a monument to Jacob Garelin was unveiled in Ivanovo on Revolution Square . [five]
Charity
In 1861, he allocated 8 thousand rubles to open a hospital for artisans and workers in Voznesensky Posad.
In 1865, he organized a public library in his house, into which he transferred all his books - 1,500 book volumes, which were subsequently transferred to the city with the house.
In 1886, he donated to the famous Moscow Rumyantsev Museum a collection of historical and legal acts, mainly of the 17th century , relating to Suzdal (about 3 thousand copies).
He donated an ethnographic album to the geographical community, for which he was awarded a silver medal.
In his will, he left a part of the capital in the amount of 3 thousand rubles to the city so that meat would be distributed to the poorest residents of Ivanovo-Voznesensk twice a year on interest. He also allocated 4 thousand rubles for the maintenance of an overnight shelter. The former land within the boundaries of Ivanovo-Voznesensk and in the countryside passed into the ownership of the city. According to the will, a school was to open in the city with the teaching of a course in horticulture, gardening and technical drawing. 40 thousand rubles were allocated for the construction and maintenance of the school.
In November 2000, the Ivanovo Central City Library was named after Jacob Garelin, whose book collection formed the basis of the library [6] .
