He graduated from the Bilbao Conservatory, where among his teachers were, in particular, Arman Marsik , Jesus Guridi and Jose Sainz Basabe . Influenced, first of all, by Guridi Santiago became interested in Basque musical material; he devoted his early work to his teacher, the Basque fantasy Launacua ( 1926 ). At the age of 17, he began to play the violin in the Bilbao Symphony Orchestra .
Rodrigo de Santiago is best known as a conductor of brass bands. In 1930 , he took the post of second conductor in the brass band of the city of Erandio , then in 1931 - 1936 . He led the orchestra in the town of Murghia (now part of the Suiya municipality), in 1940 - 1947 . - in the city of Valencia de Don Juan (also managing the city music school). A significant part of the compositional heritage of Rodrigo de Santiago is based on Basque and Galician musical material, which is also evidenced by the names of the works: Basque concert for piano and orchestra, Symphonic Suite “Four Pages from Galician Music”, etc.
A street in La Coruña is named after Rodrigo de Santiago.
