The tournament in group C as part of the 33rd world championship and simultaneously the 44th European ice hockey championship was held at the same time as group A and group B in Yugoslavia as well. Twenty participating countries submitted applications for participation in the World Cup, in connection with which the IIHF decided to organize a tournament in group C.

The national teams of Italy and France , having lost the qualifying games for the right to play in group B , were identified in group C. France refused to participate in the championship. The Danish and South African national teams were added to the Italian company, who decided after a long break to take part in the championship draw.
In addition, outside the standings, the second national team of Yugoslavia was admitted to this tournament.
The tournament was held in two rounds.
