The group B tournament at the 32nd World Championship and at the same time the 43rd European Ice Hockey Championship was held at the same time as the strongest group in Finland as well. Since initially eighteen participating countries submitted applications for participation in the World Cup, the IIHF decided not to organize a tournament in Group C, but to identify two extra participants by qualifying games before the start of the championship.

The tournament was to be held in one round among eight teams. The qualifications of the national teams took into account the results of the 1963 World Hockey Championship , the hockey tournament at the 1964 Olympic Games in Austria . The first two teams determined to participate in the group B tournament were the losing qualifying games to participate in group A , Germany and Switzerland .
The national teams of Romania , Poland , Yugoslavia according to the results of the group’s games In 1963, and the Austrian national team , as the winner of the group Since 1963 , were admitted directly to the main tournament.
The Romanian national team refused to participate at the last moment and the tournament was held among seven teams.
