Vladimir Nikolayevich Markov ( 1936 - 2002 ) - Soviet party and statesman, first secretary of the Lipetsk city committee of the CPSU ( 1979 - 1988 ).

Biography
V.N. Markov was born in 1936 in the city of Shuya, Ivanovo Region . After graduating from the Leningrad Polytechnic Institute in 1960, he arrived in the direction of Lipetsk to a tractor factory , where he worked as an engineer, then head of the laboratory.
In 1964 he was directed to party and public work. He worked as an instructor of the regional committee of the CPSU, second secretary of the Left-bank district party committee, chairman of the Soviet district executive committee. In 1977 he was elected second, and in 1979 - the first secretary of the Lipetsk city committee of the CPSU. As head of the city party organization, he worked until his retirement in 1988 .
May 17, 1997 for his great contribution to the development of the city of Lipetsk by the decision of the session of the city Council of Deputies V. N. Markov was awarded the title "Honorary Citizen of the city of Lipetsk". In 2003, the name of Markov was assigned to the city square .
V.N. Markov was repeatedly elected deputy of the Lipetsk regional and city Soviets, worked as an adviser to the head of the administration of the Lipetsk region.
V.N. Markov died in December 2002 .
