Biography
Mutarrif was the son of the head of the Muvallad family Banu Kasi Musa I ibn Fortuna .
Spanish-Muslim historians indicated in their chronicles different dates for Mutarrif to take the position of Vali Pamplona. Some claimed that this happened in 788, linking the appointment with the help of the father of Mutarrif to the emir of Cordoba, Hisham I, in suppressing the rebellion in Zaragoza . These chronicles also report that in 790, stepmother Mutarrif [1], along with her son Musa II ibn Musa, fled from Zaragoza to Pamplona and married here one of the local noble Basques, Inigo Jimenez , which marked the beginning of a long alliance between Banu Kasi and members of the dynasty Arista . According to other historians, Mutarrif received Pamplona from Emir al-Hakam I only in 798.
In February 799, an uprising took place in Pamplona, raised by supporters of the alliance with the Frankish state . As a result of the attack, Mutarrif ibn Musa was killed. According to some historians, Inigo Jimenez has become the new Vali of Pamplona, but no contemporary evidence has yet been found to confirm this. Most historians believe that the head of the rebels, Velasco Galindes from the Velazkotenes family, was elected the new ruler of the city with the title of Count and that from then on Pamplona gained forever independence from the Cordoba emirate.
