The competition was marked by the return to the stages of the “Big loop” of the seven-time Tour de France winner of the American cyclist Lance Armstrong , starting under the colors of the Astana team. After a triumphant career end in 2005 , setting a new record for the number of victories on the Tour, Lance returned to professional cycling in 2009 .
Despite the fact that at the end of 2008 there was a series of disclosures related to the use of doping drugs by cyclists and the refusal of several television companies to report from the Tour de France 2009, the main problems were resolved by the start of this race and the race again attracted the attention of millions of cycling enthusiasts and It will be widely broadcast by the Eurosport television channel and dozens of state-owned television channels around the world.

The race organizers invited 20 cycling teams to participate. 17 out of 18 ProTour teams ( Fuji-Servetto team was not invited) and 3 teams with UCI ProContinental status. From each team, 9 racers start, in total 180 athletes start.
